The budget of the Krasnoyarsk Territory for 2026–2028 was adopted in the first reading

The Legislative Assembly of the Krasnoyarsk Territory adopted the budget for 2026–2028 in the first reading.
The document was presented at a session of the regional parliament by Finance Minister Vladimir Bakhar. He emphasized that the budget maintains the continuity of the goals developed in previous years and continues to be socially oriented. Its key parameters for 2026: revenues – 449.4 billion rubles (including tax and non-tax revenues in the amount of 413.4 billion rubles), expenses – 524.5 billion rubles, deficit – 75.1 billion rubles.
During the first reading, additional funds from the federal budget were taken into account, resulting in
- revenues adjusted to 452.3 billion rubles,
- expenses – up to 527.4 billion rubles.
At the expense of federal funds, the parameters of the planning period are also increasing: in 2027 by 7.1 billion rubles and in 2028 by 46.2 billion rubles.
Deputies supported the bill in the first reading, taking into account the amendment. Vladimir Bakhar thanked the deputies, the Accounts Chamber, the expert legal department and the prosecutor’s office for their joint work on the draft budget.
“The first reading is halfway. We have good starting opportunities for adopting a three-year budget, and the presented draft confirms the course towards a balanced policy: it is stable and balanced. The main thing is that it is aimed at developing the region. Half of all funds – 50% – are earmarked for social purposes: education, healthcare, support of the population. Every second resident of the region receives a measure of state support, this will be guaranteed. The forecast for GRP growth to 4% and annual investments of 1.4 trillion rubles will give an impetus to the economy and fill the budget. The development budget has already exceeded 100 billion rubles – these include new schools, kindergartens, and transport upgrades. There are also innovations: in 2026, five new art schools will open in the regions, and funding for the repair of country camps will double,” commented the chairman of the committee on budget, state property and protection of citizens’ rights, Vladimir Chashchin, on the main financial document of the region.
The Chairman of the Legislative Assembly of the Krasnoyarsk Territory emphasized that in the first reading, when considering the regional law on the draft budget, its basic parameters are discussed: the financial, economic basis, which is laid down in the figures for income and expenses. Despite the tense economic situation and geopolitical circumstances, we managed to maintain the necessary stability and balance when forming the budget.
“The budget is increasing compared to last year. This means that all planned obligations, primarily of a social nature, will remain intact. The budget is social in nature due to the fact that more than 50% of expenses go to social sectors: healthcare, education, social policy, sports, culture. Here, the budget’s revenue capabilities allow us to maintain all our plans, index social payments, and increase wages for public sector workers,” noted Alexey Dodatko.
He recalled that the so-called development budget has been formed in the region. Now it totals more than 100 billion rubles. These funds will be used for infrastructure development projects in the region. Special attention is paid to the block of expenses associated with supporting municipalities.
