Ilie Bolojan claims that “recovery measures are working” and that Romania “is on the right track”

Prime Minister Ilie Bolojan stated on Wednesday that the “recovery measures” that the authorities have taken so far “are working”, budget revenues are increasing and expenses are decreasing, so that “Romania is on the right path”.

In a message published on his Facebook page, the head of government says that in the 3rd quarter, compared to the same period last year, “state budget revenues increased by 12.5%”:

  • From 79.2 billion lei we reached 89.1 billion lei. An increase of 9.9 billion lei.
  • Income tax – 16.5% increase.
  • VAT receipts – 14.8% increase.
  • Revenues from excise duties – increase by 11%.
  • The social contributions collected in the third quarter increased by 8.5%, i.e. 4 billion lei more.
  • Personnel expenses decreased in the July-September period by 630 million lei.

“In October, personnel expenses decreased by 562 million lei compared to the same month in 2024, from 14.231 billion lei to 13.6 billion lei. Comparatively, in the first semester, personnel expenses increased by approximately 10% compared to the same semester in 2024,” Bolojan added.

The Prime Minister also referred to the progress made in the implementation of the PNRR.

“Despite all the difficulties, we unblocked and renegotiated the European funds through the PNRR program, accelerating payments in the second half of the year. Thus, in the January-June period, payments of 2.62 billion euros were made, and in the July-September period, 1.45 billion euros were paid,” Bolojan wrote.

Compared to the time of the installation of the government, the one-month ROBOR has decreased from 6.82% (June 23) to 5.81% today, the prime minister said.

“Compared to July 1, Romania borrows cheaper on all maturities and in all currencies, which reflects the markets' increased confidence in the measures taken and in the stability of the economy. Securities in lei – decrease by approximately 53 basis points for the 5-year maturity and by 51 basis points for the 10-year. Euro securities – decrease by 78 basis points in the 5-year and 49 basis points in the 10 years. The reduction in interest rates is translated into important savings that are used for investments, education or health. Investments have increased and are becoming the main engine of the economy, according to the latest report of the European Commission. Investments will accelerate in 2026-2027, supported by European funds and ongoing projects,” said Bolojan.

He anticipates that the budget deficit will fall to 6.2% in 2026.

“Thank you to all my colleagues who worked for these results. Thank you to the Romanians who understood that these efforts are necessary to overcome a difficult moment! I have every confidence that, if we maintain this course, Romania will be able to reach its potential, and the life of Romanians will be predictable and prosperous”, concluded the head of the government.

Prime Minister Ilie Bolojan announced, on Wednesday, that there will be a draft law by which it will be prohibited to combine the pension with the salary in the case of special pensions, i.e. non-contributory ones. He said that this ban is one of the basic elements of reducing personnel expenses.

In an interview for ProTV, the prime minister also specified the reasons why property taxes will increase from January 1, 2026, according to the new package of fiscal measures adopted by the Parliament on Tuesday, after the elimination of provisions declared unconstitutional.

On Wednesday evening, the Ministry of Labor published, in decisional transparency, the new draft law on magistrates' pensions. The document provides for the pension to be 70% of the last net salary, as in the previous form proposed by the government, rejected by the Constitutional Court, but with a longer transition period towards the retirement age of 65.
