Meanwhile, heated budget negotiations continued in Washington. Democrats, citing forecasts, warned that without Obamacare subsidies, health insurance costs for millions of Americans could more than double.. A dispute over funding for the subsidies led to a more than 40-day stalemate in passing the budget, resulting in a partial government shutdown.
