The first decisions regarding the streets in Sector 3 built over gas pipelines. “The situation is not rosy”, says the prefect of the Capital / Robert Negoiță, absent from the meeting

The authorities will establish speed limits and prohibit the access of large machines on the 11 roads in Sector 3 paved over gas mains, explained the prefect of the capital, Andrei Nistor, in a statement to HotNews. He emphasized that the area is a public danger.

The situation was made public by a Recorder investigation which showed that on the order of the mayor Robert Negoiță, in the 3rd District of the Capital, 11 paved roads over gas mains were illegally built in recent years.

The first measures were taken on Friday in a meeting attended by representatives of Transgaz, the Inspectorate for Emergency Situations, the Ministry of Internal Affairs, at the request of PNL deputy from Bucharest Andrei Baciu. Absent from this meeting was the mayor of sector 3, Robert Negoiță.

“He did not participate and did not submit any reason why he did not participate. There were some representatives from the City Hall of Sector 3,” said the prefect of the Capital. Robert Negoiță could not be contacted by HotNews to explain why he did not attend Friday's meeting.

The Prefect of the Capital: “Building permits could not be presented for most of the constructed streets”

Asked by HotNews what was the conclusion of the meeting, the prefect of the Capital, Andrei Nistor, said that “the situation is not rosy”, recalling that “there is a danger there”.

“Unfortunately, we did not have time to analyze all the documents, because they actually provided them to us in the meeting, but for most of the constructed streets, construction permits could not be presented,” said Nistor.

Further, there is a new meeting of the authorities on Monday, right on the illegally built streets.

“We will have a physical meeting, on the ground, on Monday, with the people from Transgaz, and with the ISU, and with the City Hall of Sector 3, so that the people from Transgaz can explain to us, technically, what the problems are and everything that is happening. They have already proposed some safety solutions and further, after we analyze all the data we have received, in the short term we have to make it safe, in the long term we have to make sure that it does not happen again and those who did the things these should be held accountable”, explained the prefect of Bucharest.

In the long term, it is necessary to destroy the streets, make the gas pipes safe and then restore the roads, argues Andrei Nistor.

“Making it safe means putting some protective rings over the respective pipes, practically a coating. It has to be broken in the respective area and rebuilt. But that will take a while. In the short term, we will establish a lower speed limit, of 30 km per hour, and we will prohibit any heavy equipment from driving there, even though in the area, we know, there are also construction sites,” explained Nistor.

Deputy from Bucharest: “Things are worse than known until now”

PNL deputy Andrei Baciu also participated in Friday's discussion at the Bucharest Prefecture. He says that “things are worse than previously known.”

The discussions on Friday “were mainly held on two levels”, says Baciu: those related to the causes that led to this situation and the existing solutions.

“My role, as a deputy from Bucharest, was to make sure that the voice of the people of Sector 3 is heard and that a very serious and very serious problem is taken into account. And I think that, through all the efforts of the last week, I have succeeded in this: to cause this meeting to happen and for the state institutions to all sit at the same table, to make a decision and to solve the problem of the people and citizens of the area”, said the deputy.

Regarding the absence of the mayor Robert Negoiță, deputy Andrei Baciu said that it is “regrettable that, at the twelfth hour, the mayor of Negoiță did not want to participate and did not want to show minimal attention and responsibility towards the needs of the people”.

The illegally built roads were discovered by the Recorder

According to a Recorder investigation, on the orders of the mayor Robert Negoiță, in the 3rd District of the Capital, 11 paved roads over gas mains were built illegally in recent years.

After the publication of the investigation, during one of the regular meetings he has with the citizens of Sector 3, Robert Negoiță was questioned by the residents worried about the risk of possible cracks in the pipes leading to a tragedy.

“They came here with a task and they don't let me talk,” Negoiță says of those who questioned him, according to the footage posted on Facebook. “These roads have always been here,” Negoiță says, at which point he is interrupted by citizens who tell him “it's not true, it was corn, I've been here for so many years.”

“The gas that passes through that pipe is neither mine nor yours. That gas is paid for by each of us, the pipes are yours. Our street is not on your pipe, your pipe is under our street. It is your duty to protect your pipe because it is neither mine nor yours”, says Negoiță while some citizens start laughing.
