The Federation Council Committee on Economic Policy held an extended meeting to analyze the situation in heat supply and preparations for the heating season.
The main attention was focused on improving the reliability of heat supply systems and implementing measures to update the country's engineering infrastructure. One of the largest companies in the industry, SGK, was represented at the meeting by the company’s deputy general director, Oleg Petrov.
Siberian Generating Company has confirmed its full readiness for the heating season of 2025–2026. As a result of large-scale preparatory measures, all enterprises of the company received certificates of readiness for the heating season. The preparation was carried out in accordance with the new Rules for ensuring preparedness for the heating period, approved by Order of the Ministry of Energy of Russia dated November 13, 2024 No. 2234.
In preparation for winter, SGK tested heating networks along their entire length – 10,708 kilometers, which made it possible to reduce the accident rate by 5 percent compared to the previous year. The improvement in performance was made possible thanks to the Company’s systematic approach to infrastructure maintenance, active implementation of in-pipe diagnostics and planned relocation of main sections. In 2025, the share of relaying is about two percent of the total length of the company's networks.

At the same time, SGK is completing its repair program in 2025. More than 600 units of capital equipment – boilers, turbine units, generators and transformers – underwent major, medium and current repairs, including super-standard repairs. During the campaign, thousands of tons of heating surfaces were replaced and auxiliary equipment was modernized, which ensures reliable operation of the stations during the heating season.
“Timely preparation for winter is the basis for reliable heat supply to our consumers. This year, SGK completed all planned tests and repair work at power facilities in full, which made it possible to increase the efficiency of network operation and reduce the risks of technological failures during the heating season,” said Oleg Petrov, Deputy General Director of SGK.
On the issue of reducing the wear and tear of engineering infrastructure and attracting investment in the heat supply sector, SGK supported the need for system solutions for the sustainable development of the industry. The company advocates for improving tariff regulation, expanding preferential financing programs and updating the regulatory framework aimed at stimulating the modernization of heating networks, increasing energy efficiency and investment attractiveness of the industry.
“The joint efforts of the state, business and regional authorities will speed up the renovation of the heat supply system, increase its reliability and ensure the sustainable development of the industry for the long term,” emphasized Oleg Petrov.
Siberian Generating Company is a system-forming energy holding in Russia, providing heat to more than six million residents in eight regions of the country: Altai Territory, Kemerovo, Novosibirsk and Sverdlovsk Regions, Krasnoyarsk Territory, the Republics of Khakassia and Tyva, as well as Primorsky Territory. The company's installed electrical capacity is 17.7 GW, and its thermal capacity is more than 26 thousand Gcal/h.
