The regular season tour of the Super League has come to an end and only 6 of the 16 clubs followed the “5+6” rule implemented by the FRF in all matches.
The Romanian Football Federation announced in a press release which are the 6 clubs that respected the 5+6 rule in all matches of the regular season tour.
These are Farul Constanța, Unirea Slobozia, FC Botoșani, FCSB, Hermannstadt and FC Argeș. To avoid penalties, clubs must comply with the rule in 75 percent of the matches of a competitive season in the Superliga and the Romanian Cup.
What does the “5+6” rule mean
The 5+6 rule for the 2025-2026 season implies:

there must be 5 Romanian players on the field, including one U21 player, throughout the match;

if there are three Romanian U21 players throughout the match, the others can be foreigners;
-
if there are two U21 players on the field, there must be at least two other Romanians (considered to be trained at national level);
-
if you remove an U21 player in the last two cases and do not replace them with U21 players, two more Romanians must be introduced.
What happens to clubs that do not follow the 5+6 rule
Teams that do not respect this rule in 75 percent of the matches will be fined 150,000 euros each. The total amount collected from the penalties will be shared by the first 5 teams that have respected the rule until the end of the season.
Oțelul Galati is the only team in the Superliga that did not respect the rule in any game. Dinamo respected it in only 3 matches. They will no longer be able to fulfill the rule no matter what happens until the end of the season.
