The e-registration act, which was adopted by the Senate without amendments on October 16, is awaiting the president's signature. If Karol Nawrocki signs it, the first registrations via the e-registration system for doctors will be possible from January 1, 2026. Initially, these will include cardiology, cytology and mammography.and.

Pursuant to the provisions of the Act, the Ministry of Health is obliged to prepare a regulation specifying the details of the solutions introduced by the Act.

On Tuesday, the draft regulation, sent for inter-ministerial consultations, was published on the website of the Government Legislation Center.

The proposal of the Ministry of Health regulates, among others: the method of notifying the beneficiary about the deadline for providing the benefit as part of the central electronic registration, changes to this deadline, providing the beneficiary with other information about the provision of health care (reminder of the upcoming date of providing the benefit) and the procedure for resigning from the benefit.

Communication with the patient will be conducted via the Online Patient Account (including the IKP application), and if appropriate contact details are provided – using a telephone number or e-mail address. Additionally, the project enables contact via a voice assistant (a tool based on artificial intelligence – PAP) when the patient only has a landline phone. However, this option will be available not from the beginning of 2026, but from July 1 this year. The project also specifies the maximum dates within which the patient will be able to check the availability of dates for the provision of services. It will be 40 days in the case of visits to specialists and 90 days in the case of preventive programs for cervical cancer (cytology) and breast cancer (mammography).

If within this period a date for providing the benefit is not found and set, corresponding to, among others: criteria specified by the beneficiary who contacts the service provider for the first time, the applicant is placed on the central waiting list. The beneficiary remains on the central waiting list until a free date appears. The regulation, except for some of its provisions, would enter into force on January 1, 2026 (PAP)
