Development scandal in Gliwice. Investors without apartments


The case of “Dąbrowskiego Apartments” is an example of how development investments can lead to life tragedies for hundreds of people. Construction stopped for several months, and the developer is in custody because the prosecutor's office has charged him with defrauding 565 people. There are not only huge financial losses at stake, but also a loss of confidence in the real estate market.

As 24Gliwice.pl reminds, the president of the HREIT SA capital group, responsible for the project, was arrested on charges of large-scale fraud.
The “Dąbrowskiego Apartments” project was to be part of a larger network of HREIT SA investments in Poland. The construction of two buildings with apartments and an underground garage was planned in Gliwice. Sales of apartments started in 2020, and prices per square meter ranged from PLN 8,000 to PLN 10,500. zloty.
The documentation quoted by 24Gliwice.pl shows that 44 apartments with a total value of over PLN 20 million were sold. However, the construction was only 20-25% completed, and work on the construction site practically came to a standstill. Hundreds of families across Poland paid money into escrow accounts to buy new apartments, and to this day they still see the proverbial “hole in the ground”.

In September, the District Prosecutor's Office in Łódź announced the arrest of the president of the HREIT SA capital group The allegations include, among others: fraud to the detriment of 565 people who lost a total of over PLN 143 millionand irregularities in accounting documentation. The suspect pleaded not guilty and the court imposed a three-month arrest on him. He faces up to 25 years in prison.

In July 2025, the purchasers' attorney, Dr. Grzegorz Gawroński, filed a motion to declare bankruptcy of the company responsible for the investment. “If the court declares bankruptcy, construction will probably be suspended and the property will become part of the bankruptcy estate,” explains Gawroński, quoted by 24Gliwice.pl.
According to the buyers' attorney, there is a chance for a positive conclusion to the case. However, for now, investors must be patient and wait for the decision of the court in Gliwice.
