In September, the US Institute for the Study of War (ISW) noted that the Kremlin is trying to destabilize the Balkans and dismantle the 1995 Dayton Accords, which ended the 1992-1995 Bosnian War and created the Republika Srpska entity in Bosnia.
ISW did not exclude the possibility that a large campaign could be organized to split and distract Europe’s attention.
