How vulnerable consumers can benefit from heating help and the energy supplement. Explanation of the authorities

The National Agency for Payments and Social Inspection (ANPIS) announced on Saturday that the program through which people in vulnerable situations can benefit from heating aid and the energy supplement continues in 2025-2026.
In this regard, an application must be submitted.
“Financial support is granted throughout the cold season (November 1, 2025 – March 31, 2026), in the case of heating aid, and the energy supplement is granted throughout the year,” ANPIS said in a press release on Saturday.
According to the institution, vulnerable consumers can benefit from:
• heating aid, which fully or partially covers the costs of heating the home in the period November 1, 2025 – March 31, 2026;
• the energy supplement, granted monthly, throughout the year.
ANPIS specified that “the aid for heating the home is granted based on the mayor's decision”.
“It is addressed to families or single individuals with no other goods or property, according to the request, who have an average net monthly income of up to 1,386 lei/person for a family or up to 2,053 lei for a single person,” the release states.
The application must be submitted to the town hall
The application-declaration must be submitted to the town hall of the town where the applicant's residence is located. The forms can be obtained from the headquarters and from the website of the mayor's office or the county agencies for payments and social inspection / of the municipality of Bucharest.
“The National Agency for Payments and Social Inspection will make the payments for this social benefit through the territorial agencies, starting in December 2025,” the institution also declared.
ANPIS says it paid two million aids and supplements for the last cold season, totaling approximately 1.03 billion lei.
The most aids and supplements were granted for heating the home with solid and/or petroleum fuels (over 1.5 million aids, approximately 911 million lei), followed by:
• natural gas (over 160,000 aids, approximately 35 million lei);
• electricity (over 270,000 aids, approximately 76 million lei);
• thermal energy (approximately 38,000 aids, approximately 10 million lei);
ANPIS mentioned that for the last four cold seasons (2021-2024) the total number of aids and supplements paid was more than 6.7 million, and the total amount granted amounted to approximately 3.67 billion lei.
