The Legislative Assembly of the Krasnoyarsk Territory assessed the results of the road work season

The Legislative Assembly of the Krasnoyarsk Territory discussed the results of the road work season in 2025. The issue was raised at a meeting of the committee on economics and tax policy of the parliament and the section of the Coordination Council of the Association for the interaction of representative bodies of state power and local government.
The meeting was attended by the chairman of the committee on economics and tax policy, head of the section Egor Vasiliev, deputies Andrei Gayulsky, Dmitry Dmitriev, Yuri Zakharinsky, Andrei Ignatenko, Viktor Kardashov, Maxim Markert, Ekaterina Udelko.
Transport Minister Dmitry Zotin said that 3 types of subsidies are allocated from the regional budget for road repairs. The total amount of funding in all areas in 2025 amounted to 6.8 billion rubles, of which 1.7 billion went to Krasnoyarsk. As a result, repairs were carried out at 612 facilities and 290 km of roads were brought to standard condition, including 47 km in Krasnoyarsk. Let us note that in accordance with the decree of the President of the Russian Federation, within the framework of the national goal “Comfortable and safe living environment,” roads in the supporting settlements of the region must be brought to standard condition. This year, of the allocated funds, 3.8 billion rubles were allocated for these purposes in 25 support territories, about 120 km were repaired there.
According to First Deputy Minister of Finance Pavel Kirsanov, next year budget expenses for maintaining the road network will increase.
Chairman of the Committee on Economics and Tax Policy Egor Vasiliev: “Last year, following the results of the road repair season, there were a lot of topics for discussion, today conclusions in organizational terms have been made. This includes planning work, informing residents, purchasing, and introducing the “Etalon” automated quality control system. All facilities have been almost completed, 290 kilometers of roads have been repaired. For us, two key indicators of national goals are the core cities and the core road network along the edge. At least 85 percent of the entire length must be in standard condition. If we are moving quite confidently here, then the overall percentage of the standard condition of roads in the region is not growing at such a rapid pace, three percent from year to year. More than one and a half billion of the total amount of repairs in municipalities is the city of Krasnoyarsk. Last year, we proposed in Krasnoyarsk to make wider use of durable materials: curbs made of stone, including granite, and asphalt concrete mixtures, which are less susceptible to weather influences and wear. Unfortunately, the transition to these materials is rather reserved.”
The head of the Boguchansky district, Alexey Medvedev, presented his work experience and problematic issues. In 2025, work was carried out on the Kansk-Aban-Boguchany road section with a length of 7.7 km. The head proposed to improve the material and technical base of the Boguchansky division of KraiDEO, which will improve the quality of repairs. First Deputy Head of the city Alexander Matsak spoke about the progress of road repairs in the regional capital.
Representatives of the Dzerzhinsky-Taseevsky, Yenisei, and Taimyr districts expressed their proposals. Chairman of the Council of Deputies of the Kazachinsko-Pirovsky District Yuri Ozerskikh said that this year in the Kazachinsky district, according to regional programs in 4 village councils, about 3 km of roads were asphalted, which were chosen by residents. First of all, we chose approaches to schools and social facilities.
Next, the Accounts Chamber presented the results of an audit of the effectiveness of using budget funds for the repair of regional and interregional roads in 2023-2024. The auditors identified shortcomings in procurement, recommended wider use of life cycle contracts and mandatory establishment of warranty periods in contracts for all types of work, during which contractors must correct deficiencies.
Deputies of the Legislative Assembly made a number of proposals to change the structure of the region's road repair enterprises, to provide them with personnel and equipment. All of them were included in the decision of the section of the Coordination Council.
