In Krasnoyarsk, a meeting of deputies of the Legislative Assembly with the regional governor Mikhail Kotyukov was held, dedicated to the regional budget. The deputies outlined issues that need to be taken into account when budgeting for the next three years.
The head of the region emphasized that the budget was formed taking into account the current needs of residents of the region. A significant share of expenditures is made up of the development budget, with priority given to municipalities. He also noted that the working procedure for preparing the document had changed, now deputies were involved in it at an early stage, took an active part in the discussion of government programs, and this should yield tangible results.
Chairman of the Legislative Assembly Alexey Dodatko confirmed that under the new procedure, the practice of the committees has changed significantly: “Zero reading of the budget is the budget know-how of the Krasnoyarsk Territory, a practice that allows you to organize joint work of the deputy corps and the regional government on the draft budget at the final stage, when the budget is submitted. As part of the readings under the auspices of the governor of the region, some other decisions are identified that are of a targeted nature, but reflect the position of both committees and territories, and can be made in the form of an amendment between the first and second readings of the budget. Or they will form the basis for a resolution of the Legislative Assembly, which determines further work on budget execution in the coming year. This is a serious budget planning meeting, and we strive to ensure that the most important law on the region’s finances is adopted as consolidated as possible.”
The budget remains socially oriented. The most financially intensive sectors are education, healthcare and social support, accounting for half of budget expenditures.
The discussion of the draft budget was attended by vice-speakers Dmitry Sviridov and Andrey Novak, chairmen of committees Galina Ampilogova, Egor Vasiliev, Vitaly Drozdov, Ilya Zaitsev, Vladislav Zyryanov, Alexey Kulesh, Lyudmila Magomedova, Alexander Novikov, Vera Oskina, Vladimir Chashchin, leaders and representatives of factions Alexander Boychenko, Evgeniy Gorelenkov, Irina Ivanova, Maxim Markert, Pavel Semizorov. They expressed their comments and suggestions.
Chairman of the Committee on Economics and Tax Policy Egor Vasiliev: “It should be noted that the region has a stable income base. Despite external restrictions and conditions, difficulties that, of course, exist in the economy, we are fully financing the construction of our infrastructure. Already at the start, we see a full-fledged Road Fund, and usually the whole year we worked towards it through adjustments, now this has been changed. And of course, the state programs that are presented to us today, the six-year plan, are a full-fledged program product that allows us to achieve national development goals.”
Chairman of the Committee on Health Protection and Social Policy Ilya Zaitsev: “The most important thing now is not to lose the high bar that has been set by the region. It concerns proactive measures of social support, drug provision, air ambulance, and the development of family centers. It’s also about efficiency; it’s important for us to be sure that every ruble we invest is spent in the interests of Krasnoyarsk residents.”
