Opening the meeting, British Prime Minister Keir Starmer said that the coalition of the willing “is a group of countries united with US President Donald Trump in calling for an end to the bloodshed” taking place in Ukraine. He said that the American leader was “right” to impose sanctions on Russian oil companies. In his opinion, the pressure on Russian leader Vladimir Putin must be maintained until he shows that he is “really serious about peace.”
— So this is the time to put pressure on, because that's the only way to change Putin's mind. The only way to get him to talk and stop the killing, Starmer said.

French President Emmanuel Macron, joining the meeting participants from Paris, said that the group must continue to support Ukraine's energy resilience and put pressure on Russia. In his opinion, “American sanctions represent a clear turning point.” — The effectiveness of sanctions should clearly affect Russia's financing of the war, he added.
Prime Minister Donald Tusk is also participating remotely in the meeting, as announced by the Chancellery of the Prime Minister.

Before the meeting of members of the coalition of the willing, Ukrainian President Volodymyr Zelensky spoke with British King Charles III at Windsor Castle. It was the third meeting between the Ukrainian leader and the monarch this year.
Zelensky then went to the British Prime Minister's office on Downing Street. During a short meeting with the media, Starmer suggested that a coalition of the willing could support Ukraine by arming it with long-range missiles. This statement is related to the lack of agreement between Zelensky and Trump regarding Ukraine's acquisition of American Tomahawk missiles.
“Putin wants to cause a humanitarian catastrophe”
Zelensky agreed with Starmer's comments that Putin has no intention of ending the war in Ukraine. In his opinion, Putin wants to cause a “humanitarian catastrophe” this winter by attacking Ukrainian energy infrastructure.
Then the President of Ukraine and the Prime Minister of Great Britain went to the Ministry of Foreign Affairs, where they met the Prime Minister of Denmark Mette Frederiksen, the Prime Minister of the Netherlands Dick Schoof, and the Secretary General of NATO Mark Rutt. They were joined remotely by President Macron.

During his visit to Great Britain, Zelensky is accompanied by, among others, Rustem Umerov, Secretary of the National Security and Defense Council, and Valery Zaluzhny, Ambassador of Ukraine to Great Britain.
