The country's leader, Kim Jong Un, took part in Thursday's ceremony and symbolically started construction by driving the first shovel into the ground.

The ceremony was attended by Russian ambassador to North Korea, Aleksandr Matsegora.

Kim also emphasized the role of North Korea's “proud war heroes” in the fighting in Russia's Kursk Oblast, which was entered by Ukrainian troops last year. “Exactly a year ago, the last group of fighters from our expeditionary forces left for Russia (…) without expecting a reward or farewell,” said the North Korean leader, quoted by KCNA.
The North Korean authorities also plan to build a Morning Star Street in Pyongyang and build a monument to immortal combat deeds.
