At an event hosted by the Hudson Institute in Washington, Moolenaar, who chairs the influential House Select Committee on the Chinese Communist Party (CCP), commented on reports describing how the “boundless friendship, boundless partnership” between Xi Jinping and Vladimir Putin translates into cash and essential supplies needed to invade Ukraine.
— Russia would no longer be fighting this war if it were not for China's supportthat provide it with all kinds of resources, he emphasized.
He noted that while Beijing may claim it is “not involved in the conflict,” “all the information we are receiving indicates that it is providing Russia with dual-use materials that benefit it.”
In the congressman's opinion, this constitutes clear support for Moscow part of Beijing's strategic change of coursewhich aims to actively weaken Western security.
Moolenaar stressed that these actions “should have consequences.”
The congressman stated that the CCP not only finances the war, but also “strengthens Iran's military potential and deepens cooperation with North Korea” as part of a coordinated effort to expand global influence.
In his opinion, “photo sessions with [Władimirem] Putin, Kim Jong Un, the Iranian leaders… really show the heart of the matter and where Beijing is heading.”

Moreover, the congressman criticized European policy towards China. — French President Emmanuel Macron talked about how worrying the situation in Ukraine was, and at one point he even thought that it might be necessary to send French troops there. And a week later he changed his mind and started fawning over Xi Jinping, he said.
As he emphasized, “this discrepancy” proves that “China is not a harmless player.”
The goal is to maintain “eternal dependence”
Moolenaar argued that the geopolitical confrontation goes beyond simple trade disputes. In his opinion, it is a fight for “the principles and values that govern the modern world.”

He emphasized that the primary goal is to maintainChina's eternal dependence on American projectssoftware and manufacturing know-how, assuring that their technological capabilities “will never match ours.”

In addition to the strategic competition for artificial intelligence dominance, the committee chairman highlighted several critical weaknesses in the United States that China is actively exploiting.
Regarding TikTok, Moolenaar cautioned that the key issue here is not ownership, but who controls the algorithm. He argued that a foreign adversary should not control a media platform used by young people, pointing to its role in amplifying messages that “divide Americans.”
According to the congressman, the issue of economic blackmail is another “a huge wake-up call” because China's near-monopoly on key minerals poses a serious economic and military threat. For this reason, Moolenaar advocates a 100 percent tariff on strategic products to reduce this dependence.
Finally, regarding biosecurity, the congressman cited a related law [Biosecure Act]arguing that Chinese gene sequencing companies pose a serious threat to Americans' sensitive data.
Moolenaar stated that The United States must abandon the illusion that China is a normal trading partnerand accept that Beijing's strategy is to use subsidies and unfair practices to “displace American companies in various industries.”
He suggested that the era of believing that engagement would soften the CCP's attitude was over.
