The biggest novelty is the inclusion of two new vehicle categories in the program – M2 and N1. This means that the subsidies will now cover not only passenger cars, but also small buses and vans.
“The most important of the new conditions is that we have added two categories of vehicles: M2 and N1, which means you will be able to get funding for small buses with more than eight seats and for small vans,” Bolesta explained.
Support for these vehicles will be accordingly up to 600 thousand zloty for buses and up to 70 thousand zloty for vans. Subsidies for passenger cars – up to 40 thousand zloty — remain unchanged. This is especially good news for local governments, local organizations and small entrepreneurswho plan to electrify their fleets.
The list of people eligible to participate in the program will also be expanded. In addition to natural persons and sole proprietorships, they will also be able to apply for subsidies non-governmental organizations, schools, medical and care facilities and national parks.
“Due to the conditions of KPO subsidies, it is still impossible to support corporate fleets with them, which is what the market is demanding,” admitted the deputy minister.
No ban on cars from China and faster application process
The idea of excluding cars imported from outside the EU, including from China, from subsidies was ultimately rejected. “It was very clear during the public consultations that practically no one wants such restrictive provisions (…). Even the automotive industry, apart from one company, was not in favor of this provision,” Bolesta said. Therefore, they will still be subject to the subsidy cars from outside the European Unionwhich may increase the availability of cheaper electric cars on the market.
According to data from October 1, to National Fund for Environmental Protection and Water Management has already been received 16,314 applications of total value PLN 505 millionwhich constitutes almost half of the available pool. To streamline procedures, new employees will be hiredand the application verification process will be accelerated. “It will take off straight away,” announced the deputy minister.
Slightly less optimistic news concerns a separate subsidy program for… electric bikeswhich was temporarily postponed due to lack of funds. “There is simply no room for new programs with national funds,” Bolesta admitted.
After the revision of the National Reconstruction Plan, the budget of “NaszEauto” was reduced from PLN 1.6 billion to PLN 1.2 billionshifting some funds for thermal modernization of schools. Nevertheless, the program, which was launched on February 3 as an alternative to the tax on internal combustion cars, remains one of the key pillars of the Polish electromobility transformation.
