Kubilius noted that Europe “is not in a state of war,” but “not in a state of peace,” either.

Context
At the beginning of October, an EU summit was held in Copenhagen, the key topic of which was strengthening the defense of the European Union, as well as supporting Ukraine, which is defending itself from Russian aggression.
The meeting of leaders of EU member states took place against the backdrop of increasing cases of Russian drones violating the airspace of EU countries, including Denmark. At the summit, special attention was paid to the creation of the so-called “drone wall” – a defense network for detecting and destroying UAVs. They plan to involve Ukraine in the defense project.
Ukrainian President Vladimir Zelensky took part in the EU summit, saying, in particular, that Kyiv is ready to share the “great experience” gained in the war against the Russian Federation.
On October 2, American journalists wrote that the summit of EU leaders in Copenhagen had reached a “habitual dead end.” Most important issues remained unresolved due to lengthy discussions, despite the threat of war and pressure on the bloc.
In particular, the initiative to create a “drone wall” to protect Europe’s eastern flank from Russian drones has divided EU members. Countries neighboring Russia have demanded immediate protection, while others doubt the project's feasibility and high cost, media reported.
