An indictment was sent to the District Court in Warsaw against Tomasz L., accused of espionage and exceeding the powers of a public official, Jacek Dobrzyński, spokesman for the secret services coordinator, announced on Thursday.

Dobrzyński said on the X platform that the indictment is the result of a long-term and multi-threaded investigation conducted by officers of the Internal Security Agency under the supervision of the National Prosecutor's Office.

The case concerns an employee of the Civil Registry Office in Warsaw, detained by ABW officers on March 17, 2022 – according to more extensive information published on the website of the Internal Security Agency. After this arrest, the prosecutor's office, based on the ABW materials, initiated an investigation, and the court applied a preventive measure in the form of temporary arrest, which was extended.

The Internal Security Agency reported that on September 11, 2025, a prosecutor from the Masovian Branch of the Department for Organized Crime and Corruption of the National Prosecutor's Office submitted an indictment against Tomasz L. to the District Court in Warsaw. Investigators accused the man of taking part, in the period from 2017 to March 17, 2022, in the activities of Russian civilian intelligence and of providing this intelligence with information that could have caused damage to the Republic of Poland.

The National Prosecutor's Office announced on Thursday that the evidence shows that Tomasz L. copied official documents onto private media and took photos with his phone, including civil status records of Polish citizens and foreigners, correspondence with diplomatic missions, official templates, guidelines and other data.

The obtained data and documents enabled, among others, preparation of legalization documentation by foreign services to build the so-called identity illegals. (…) He then transmitted this data to a designated intelligence officer via camouflaged radio communication. He had previously been trained in this area by the Russian services,” the PK reported.

After the arrest, at the request of the prosecutor's office, the court applied a preventive measure to Tomasz L. in the form of pre-trial detention, which was then extended, most recently by the Court of Appeal in Warsaw for another 6 months, i.e. until March 25, 2026.

Tomasz L. pleaded not guilty to the crime he was charged with. He provided explanations at the initial stage of the investigation. During subsequent interrogations, he exercised his right to remain silent, investigators said in a statement. (PAP)
