On October 8, 1997, for the first time in the history of the Jewish Autonomous Region, the charter of the region was adopted. He fixed the state-legal status of the EAO as an equal subject of the Russian Federation.
This large -scale document can be compared with the Constitution of the country. The charter has the highest legal force in relation to the laws and other regulatory legal acts of the Jewish Autonomous Region, has a direct action and is subject to mandatory use in the region. Work on the charter was conducted by deputies of the Legislative Assembly of the First convocation. Representatives of the party, social movements, and scientists were involved in the development.
October 8, 1951
On this day, Vladimir Grigoryevich Kalklan, in the city of Rava-Russian region, was born. Member of the scientific and surgical company of the EAO, Honored Doctor of the Russian Federation, Honorary Citizen of the Jewish Autonomous Region, the owner of countless honorary letters of honor of the health department, the regional government, the administration of the Leninsky district.

After graduation in 1968, he entered the Khabarovsk State Medical Institute. Having received the specialty of a surgeon, a young specialist in the direction came to the EAO.
Vladimir Grigoryevich worked as a surgeon in the Birobidzhan regional and Lenin district hospitals. He was a resident at the Department of General Surgery of the Khabarovsk State Medical Institute, returning to the village. Leninskoye, worked as a surgeon, deputy chief physician in the central district hospital. In 1989 he became the head of the surgical department.
With his conscientious labor, Vladimir Grigoryevich earned respect not only in the Leninsky district, but also in the region. He was elected as a deputy of the regional council of people's deputies, the Leninsky District Council, the Legislative Assembly of the region, was the chairman of the permanent commission on mandates, regulations and deputy ethics.
