The Khabarovsk Regional Cultural and Educational College for training club and library workers was opened in Birobidzhan. A little later it was renamed a cultural and educational school, and then a college.
In 1994, the school of culture received the status of “Birobidzhan Regional College of Culture”.
Over the years of its history, the technical school was located in different premises. It began in one of the rooms of the local history museum, then in a two-story wooden building in the market area.

Today the college is located in a five-story building, built according to a special project in 1987. Many classrooms are equipped for classes in special disciplines: dance halls, choir classrooms, folk instrument classrooms, library discipline classrooms.
Based on the decree of the government of the Jewish Autonomous Region dated October 14, 2014 No. 507-pp, the college was renamed the regional state professional educational budgetary institution “Birobidzhan College of Culture and Arts.”
College students take an active part in international, Far Eastern and regional festivals and competitions, winning grand prix there, showing that there is such a unique educational institution in our region.

The newspaper “Birobidzhan Star” (12+) on December 6, 1934 covered the decision of the plenum of the Central Committee of the All-Union Communist Party of Bolsheviks, the resolution of the party activist of the Birobidzhan organization, and also wrote about how workers, artisans, and collective farmers of the Jewish Autonomous Region responded to the decision of the Central Committee with a new production boom. For example, the director of the factory named after. Dimitrova comrade Katz said that it is necessary to pay special attention to the quality of products: “you need to put on the market not just anything, but what the consumer needs.”

In the article by I. Ganopolsky “At 9 o’clock in the morning…” a report on inspection of labor discipline in regional institutions was published. The article says that being late for work has already become the norm, and no one considers this a violation of labor discipline. “And the raid participants recorded delays: 25 minutes, 35, 45, an hour. Oblono, Regional Health, Oblfo, Regional Plan, bank, post office, Gorkomkhoz, Komzet, etc. Typists, secretaries, inspectors, accountants, bookkeepers, managers do not come to work on time – this is the result of the raid. It is necessary to declare a merciless fight against laxity and irresponsibility. Regional institutions must work efficiently.
