Ukraine and the EU extended “transport visa -free” until March 2027. Why is it important?

As indicated in the Ministry of Development, the prolongation of the agreement is important because:

  • road transport provides the lion's share of export and imports;
  • During the agreement of the agreement, the turnover by road grew by dozens of percentage points;
  • “Transport visa” guarantees the stability of logistics and the development of Ukrainian business.

According to the Deputy Prime Minister of the restoration-the Minister of Development of Communities and the territories of Alexei Kuleba, during the action of “transport visa-free”, the proportion of the trade of Ukraine and the EU grew by almost 55%by road.

“And this is the direct positive influence of our agreements on the economy of both parties,” Kuleba added.


The extension of the agreement was supported by the majority of EU member states, informed the Ministry of Development.

“The prolongation of the agreement does not provide for the introduction of updated rules for its implementation. As before, carriers from Ukraine and EU countries must comply with the norms of transportation liberalization. In particular, we are talking about the labeling of trucks, the presence of a license and cargo documents,” the report said.

Ukraine, as part of the extension of the liberalization agreement, pledged to further introduce regulation in the field of road transport, which complies with European integration obligations. So, by the end of 2026, Ukraine must implement key provisions on the business reputation of companies, the use of smart-toacolas, and training managers-ruler of transport companies.

After July 1, 2026, the new trucks registered in Ukraine should be equipped with smart graphs, the Ministry of Development noted.

Context

Ukraine and the European Union signed an agreement on the liberalization of freight transportation by road, the so -called “transport visa -free”, June 29, 2022. The term of the agreement was one year with the possibility of prolongation.

The agreement, in particular, simplifies the procedure for recognizing driver’s documents: Ukraine and the EU released the owners of the driver’s license issued to one of the parties, from the requirement to have an international driver’s license.

Ukraine and the EU have already extended the action of “transport visa -free”, the last time in April (until the end of 2025). The Ukrainian government then reported that Ukrainian exports on roads to the EU increased by 42%, and imports to Ukraine – by 37%.
