The State Duma of the Russian Federation forbade Internet services to automatically write money for subscriptions from already deleted cards

Deputies of the State Duma of the Russian Federation adopted amendments to the Law “On Protection of Consumer Rights” aimed at protecting the rights of digital subscription users, in the second and third, final reading. The first reading the document was held in September 2024.

The bill prohibits services to use bank details or data of electronic means of payment, which the user first indicated to pay for subscriptions, but then deleted them. After removing the bank card from the personal account, the service will not be able to automatically write off the money from it, TASS explains.

In the first reading, the document assumed that the services should also prescribe the terms of its validity in the contract, the amount of the periodic payment “or the procedure for determining it”, the deadline for paying the next payment, data on the web page, where it is said how to turn off the service. By the second reading, these requirements were removed, the agency writes.

“We are talking about a situation familiar to many: the user cancels the subscription or asks not to write off money from his card anymore, but the service continues to try to write off funds on old details. Now this approach will be directly prohibited, ”explained Alexei Govirin, a member of the State Duma Committee on SMEs.
