The XXI city forum was held on a grand scale in Krasnoyarsk at the congress hall of Siberian Federal University.
This year, Krasnoyarsk has become a point of gathering meanings and ideas in matters of the formation of new heroism and patriotic education, which is especially symbolic in the year of the 80th anniversary of Victory in the Great Patriotic War and the Year of Defender of the Fatherland. The general theme of the event is “Honoring history, creating the future.” The forum space reflected the general theme: the Combined Military Band of the Krasnoyarsk National Guard Forces of the Russian Federation performed in the hall before the plenary session, and there was a photo exhibition of the project of Krasnoyarsk artists “Donbass – the salt of the Russian land”.
Federal experts took part in the forum with great interest. Representatives of about ten large communities of the city acted as co-organizers of the sites. The country's municipalities at individual sites were connected in video conferencing mode. At the beginning of the plenary session, the forum participants were greeted via video by the acting head of the city, Roman Odintsov, who is now presenting the experience of Krasnoyarsk at the All-Russian Forum of Municipal Practices “Big Decisions of the Small Motherland.”
“Friends, our Krasnoyarsk is proclaiming itself throughout the country as a territory where successful practices are being implemented to involve residents in the development of the region. And this became possible only thanks to you, active people who love their city. In 2025, many patriotic projects were implemented in the city: after large-scale modernization, the Victory Memorial Museum was opened, a citywide military-patriotic center was created in Lyceum No. 1. Krasnoyarsk became one of the first cities where the title of honorary citizens was awarded to veterans of the Great Patriotic War. Our schoolchildren, under the guidance of experienced mentors, once again created a unique production of “The Chronicle of Victory”. And I’m glad that today it will be presented at the forum,” said Roman Odintsov.
Director of the Human Capital Development Department of the Hydrogen Energy Center of AFK Sistema, forum expert Marina Marchenko noted that when raising the topic of patriotism and youth education, it is important to talk not only about the past, but also about how to build the future.
“Patriotism is very often viewed through the prism of the past, as it was before, which we are proud of. But patriotism is also working on the future, creating conditions for the future, caring for next generations, preserving and creating development opportunities. And this is precisely what communities can do most effectively, including through institutions of education and upbringing,” a guest from Moscow shared her thoughts.
At the city forum, new projects are born in dialogue with active citizens. Thus, it was here, thanks to the residents, that such projects as “BRIGHT SHORE”, “Factory of People’s Initiatives”, the long-term competition “The Most Landscaped District” and many others were born. In recent years, participatory design projects have been successfully implemented in Krasnoyarsk, where residents, the public and business, together with government authorities, on equal terms, design and implement improvement projects.
The forum brings together new communities. This year, a ceremonial meeting of volunteer search teams of the Krasnoyarsk Territory and a round table with various departments involved in the search for people took place at its site. The gamer community held an event where they discussed the development of video game culture in the city and the use of games in patriotic upbringing and education.
“Urban communities are an excellent basis for the successful preparation and implementation of projects aimed at improving the quality and comfort of life in cities and towns. Including using the principles of proactive budgeting. This is due to the fact that a certain number of residents, active citizens, are already united by common interests and are ready to interact with the state,” said Russian expert on strategic communications, industry marketing and investor relations Igor Maltsev during his speech at the forum.
The cultural program was also special this time. After the plenary session, an hour-long patriotic concert “The Living Word of History” took place, where the main participants were schoolchildren-researchers, theater studio artists, and a combined choir. They told the forum guests about the heroes of the Great Patriotic War, after whom the streets in Krasnoyarsk were named.
The organizers will give the recording of the concert to the soldiers in the special military operation zone – this will become a creative gift for the New Year.
