The project for the modernization of the sports legislation has received favorable preliminary opinions in the Senate commissions! The announcement was made by Ciprian Paraschiv (50 years), the deputy of the Alliance for the Union of Romanians (gold).

Law 4/2008, also known as the “Dragomir Law”, which states the prevention and combating of violence during competitions and sports games, will be modified by the end of the year.

There will be new rules for the safety and comfort of the spectators. People with special needs will have easier access to the stadium, and alcohol consumption will be allowed.

The galleries will have the right to offer pyrotechnic shows, but only as a result of a collaboration with specialized, accredited companies.

Law 4 is to be amended! Favorable opinions in the Senate

President of the Youth and Sport Commission within the Chamber of Deputies, Ciprian Paraschiv submitted in June the draft amending the mentioned law.

This will be called “the law on the good organization and development of competitions and sports games”.

“Important and very intense day, but with excellent results for the future of Romania through sports! The project through which Law 4 will become history, and a new normative framework will regulate sports events has taken another step!

I supported the project today in front of the members of the Commission for Public Administration in the Senate. This commission has an essential role, because it issues report on the draft law. And this report will be presented in the plenary, when the project will be subject to the decisive vote by all the parliamentarians.

Well, today we have obtained a preliminary report of favorable adoption from this commission for the new law, which will replace Law 4!

Further, also today, I also supported this project in front of the members of the Commission for Defense, Public Order and National Safety. Another commission of the Senate, which in turn issues report on the draft law.

It was a constructive debate, I appreciate the opening and interest of the members, I am confident that there is a common will for a right law and for the benefit of all the actors involved in sports events. The next week we will meet for new discussions, but the signals are positive! ”, Wrote Ciprian Paraschiv, on social networks.

The “borders” from Superliga recently signed for the modification of Law 4, imposed by Dumitru Dragomir in 2008

In the last week, several clubs with communities of important supporters in Romania have issued communications in which they requested the amendment of Law 4: Rapid, Craiova University, Ploiești Petrol, Galați and Dinamo.

In recent years, he has discussed several times about the modernization of Law no. 4/2008, which regulates the presence and activity of the spectators at sports events.

Among the proposals supported by the clubs in Superliga are:

  • Sale of poorly alcoholic beverages at sporting events

  • Elimination of buffer areas (for integral use of capacity) in the case of higher categories in UEFA classification

  • Elimination of the phrase “opposing stands” for areas occupied by groups organized by supporters

  • Facilities dedicated to fans with special needs

  • Eliminating the possibility of prohibiting access to the stadium only on the basis of a report, without judicial decision

  • Allowing the use of pyrotechnic materials under controlled conditions and under the supervision of authorized persons

  • Eliminating multiple sanctions application for the same organizing deficiencies

  • Recognition of organizer's decisions and priorities in relation to the authorities involved in the matches
