On September 1, a law entered into force in Russia, which prohibits conducting entrepreneurial activity in areas in garden non -profit partnerships (SNT). According to amendments to Federal Law No. 217-FZ, lands with the type of permitted use “gardening/gardening” are intended exclusively for personal needs, and the commercial use of such areas is now recognized as a violation.

Various types of business were banned: the opening of hostels and mini-hotels, warehouses, car services, workshops, shops, nurseries for the sale of animals, paid baths and saunas, sports halls, cafes, hairdressers, poultry and livestock farms, and greenhouse complexes. In addition, employees are prohibited for harvesting and providing paid services in summer cottages.

Lawyers clarify that it was impossible to conduct entrepreneurial activities in the SNT earlier, because the Land Code requires the use of plots for their intended purpose. However, changes specify concepts and tighten control. For the use of land for other purposes, individuals face a fine of 10 thousand rubles, or 0.5–1% of the cadastral value of the site. For legal entities, fines are higher – from 100 thousand rubles and up to 2% of the cadastral value.

At the same time, it is allowed to grow vegetables and fruits for their own consumption and maintain pets. Summer residents can sell surplus crops in markets and fairs subject to conditions, including without involving hired employees and on a certificate of SNT or local administration.
