The cost of the bail system in Poland may exceed PLN 40 billion in the next 10 years – according to the latest Deloitte report. According to experts, investment outlays related to its launch will be lower than assumed a year ago, but operational outlays will increase.


Published in September 2024, the Deloitte report “Caurition in Poland – costs, perspectives, opportunities” estimated the total amount of expenses related to the launch and functioning of the system for over PLN 37 billion.
As reported in Tuesday's press release, the company's experts updated some of the calculations, which is related to legislative changes – amendment to the Act on packaging management and packaging waste. It is primarily about shifting the start of the mechanism to October 1 this year and the obligation to organize at least one stationary collection point in each commune by each representing entity.
“According to recent Deloitte estimates, the total value of investment outlays may reach PLN 11.5 billion in the perspective of 10 years, by PLN 2.7 billion less than originally expected. The opposite trend can be seen in the area of operating expenses – they can amount to PLN 32.4 billion, i.e. PLN 9.3 billion more than a year ago. Among the factors having the greatest impact on the amount Earlier, the market offers of manual collection and the growing number of vending machines for the collection of packaging, the purchase of which is ultimately a cost for representing entities ” – Deloitte was written in the communiqué.
“Added to this is the issue of debt financing of expenses that commercial networks incur in connection with the bail system. As a result, the system costs should also be added to the obligations resulting from the loans taken out” – added.
Joanna Leoniewska-Gogola, leader of the Circular Economy team in Deloitte, indicates that system management efficiency will become an important element.
“In the coming months, it will be crucial to develop solutions that will allow you to balance financial obligations with the expected environmental and economic effects, so that the system is not only in accordance with the regulations, but also long -term profitable for market participants,” she said.
From October 1, 2025, a deposit of 50 groszy will be added to the drinks covered by the sacrificial system sold in plastic bottles and in cans. In the case of reusable glass packaging, it will amount to PLN 1.
The fee will be charged in all shops and in restaurants, cafes and other points selling products covered by the deposit system, also in vendig machines. Recovering the deposit in the form of cash or cashless transfer will be possible in stores conducting packaging, directly at the ticket office or after presenting confirmation of the return issued by the return. To collect the due amount, the proof of purchase will not be required – the whole process will be implemented in line.
The main purpose of implementing the deposit system in Poland is to achieve EU environmental goals. It is about both the minimum percentage of PET recyclat in produced packaging, such as levels of selective collection for plastic bottles with a capacity of up to 3 liters: 77 percent.
