The forecasted income is at the level of PLN 647 billion, which is below the amount of expenses below. The announced budget deficit will amount to PLN 271.7 billion.

Budget for 2026 What for people?
Minister Andrzej Domański announced salary increases in the budget sphere, which will remain at 3 percent.
The budget project adopted by the government is also planned PLN 6.7 billion for expenses related to residential. This by PLN 2 billion more than this year and almost twice as much as the total expenses in this area in 2020-2023. In addition, PLN 6 billion is to be funded by the Clean Air Program Fund, supporting the thermomodernization of buildings and the exchange of inefficient heat sources.
“Another, no doubt, the priority of this budget is health” – the minister announced. In the budget, all expenditure in this area in 2026 is PLN 247.8 billion, i.e. over PLN 25 billion more than in 2025.
Andrzej Domański assured that in the budget for 2026 there were funds for social programs such as Active parent, widow pension, 800 plus13 and 14. pension and for valorisation of benefits.
The state budget at 2026 is “breakthrough”
“This is a breakthrough budget. It is a record budget in many respects. We also do not hide that this is a difficult budget” – commented Prime Minister Donald Tusk before the Thursday meeting of the government, of which it was the only meeting point.
“We were not afraid to propose such a budget construction, where everything is stripped to the max. The implementation of this budget will require precision and perfection, and the decisions behind this budget will require courage and imagination” – said the prime minister.
State budget at 2026 What does the procedure look like?
According to the budget procedure, presented on the website of the Ministry of Finance, in August, the Ministry of Finance is to develop and send the government a preliminary draft budget, and then transfer it to the opinion of the Social Dialogue Council. The Council of Ministers has until 30 September to adopt the final draft budget for the next year and submitting it to the Sejm.
According to the constitution, the budget should go to the president to signature within 4 months of the date of handing over the draft budget act to the Sejm. If this does not happen, the president may order shortening the term of office of the Sejm within 14 days. The Basic Law provides that the president signs the budget within 7 days.
