The Association of Mental Health Centers stated that the outlays on psychiatry will be PLN 1.2 billion lower than today. The National Health Fund explains the change in the CZP pilot at the end of 2025. If the centers continue to operate based on the National Health Fund, our budget will cover them – the fund assured PAP.

On Tuesday, the National Association of Mental Health Centers organized a press conference under the slogan “Stop billion less on the mental health protection system next year. Stop liquidation of mental health centers”.

The head of Osczp, psychiatrist, Dr. Izabela Ciuńczyk, announced that the planned expenditure on psychiatric care and addiction treatment next year will be PLN 1.2 billion lower in 2025.

– This year this budget was PLN 9.1 billion – she noted. She explained that this amount consists of PLN 6.6 billion in the budget for psychiatric care and addiction treatment and PLN 2.5 billion for piloting of mental health centers.

Mental health centers in the pilot formula are to operate until the end of 2025. This pilot began in 2018. It is based on the concept of environmental psychiatry, i.e. the departure from hospital treatment, which is to be intended for patients in acute states. CZP focuses on the care of organized closely in the patient in smaller medical assistance centers, preventing mental crises, and when they occur – a quick reinstatement to balance.

Dr. Ciuńczyk based on two letters that came out of the Ministry of Health – the answer of August 5 to a parliamentary interpellation given by Deputy Minister of Health Wojciech Konieczny (dismissed last week) and information provided osczp by the Department of Public Health in MZ of 5 September this year.

– It shows that financing is scheduled for PLN 7.971 billion in 2026, i.e. PLN 1.2 billion less than today. This is a huge amount that will reduce staff and extend the queues to specialists – she said.

Wojciech Konieczny in response to the interpellation explained that in connection with the completion of the pilot program in mental health centers on December 31, 2025, the financial plan of the National Health Fund on 2026 does not include money for pilotage, and the funds for financing psychiatric care services and treatment of addictions in 2026 were planned in the amount of PLN 7 billion PLN 971 million.

Similarly, the differences in amounts were explained by PAP Paweł Florek, director of the Social Communication and Promotion Office of the National Health Fund. – Planning the NFZ budget for the next year takes place in the strict legal framework and in a specific maximum date by July 15. Because at the moment the piloting of CZP is scheduled by the end of this year, the NFZ's original financial plan for next year could not take it into account – he said. – If the situation changes and the CZP will continue to function on the basis of financing with the NFZ, the NFZ budget will cover them. This is exactly the case in 2025, when originally the pilot was to apply until mid -year, and ultimately lasts until the end of this year. And we pay for its implementation – he emphasized. He added that there are more funds for psychiatry and addiction treatment in the financial plan than in the original NFZ plan for 2025 by over PLN 1.75 billion.

Representatives of the National Association of Mental Health Centers emphasized during the conference that they do not know what the health department's plans for the CZP from next year are.

In December last year, a team was formed at the MZ to prepare this transition from pilot to the target model of operation of institutions within environmental psychiatry. – We didn't get any report on his work, we have no clarity what he developed. The pilot is coming to an end, and in mid -September we do not know what will happen in the following years – emphasized psychiatrist dr Joanna Krzyżanowska -Zbucka, chairwoman of the Organizational Committee of the Mental Health Congress.

The National Association of Mental Health Centers announced that on October 9 this year. He will organize the Extraordinary Congress of Mental Health. A similar one took place at the end of last year. The purpose of the initiative was to defend the care model implemented in the pilot of mental health centers. Earlier, the Ministry of Health and the National Health Fund, among others During the meetings of the Mental Health Council at the Minister of Health, they announced changes in the CZP financing model, which is based on a lump sum transferred by the National Health Fund per capita.
