September 16 Deputies of the Krasnoyarsk City Council adopted a document where the basic rules for the placement, movement, execution and work in the city of personal mobility equipment, which include electricity scooters in the city. Everyone who lives and works in the regional capital is obliged to observe them.
The main essence of the innovations is that the use of Sim in the city will not have to prevent the movement of pedestrians, cyclists and other road users. So:

- All kikshering companies will now be required to formalize and equip places to place SIM markings, as well as keep them clean;
- It is forbidden to place scooters at cultural heritage, monuments, memorial structures, and social facilities, including educational institutions, also cannot be left closer than 5 meters from buildings of authorities, emergency operational services and law enforcement agencies.
- Sim should stand at a distance of more than 5 meters from the intersections, stops of public transport and the boundaries of pedestrian crossings, windows and entrances to buildings; In addition, the SIM parking is prohibited on the roadway, children's and sports grounds, and animal walking sites, the sidewalks of the streets of Karl Marx, Lenin, Mira Avenue from their beginning to trade union Street fall under the ban. Administrative fines from violators will be imposed on 1500 to 150 thousand rubles. The document also provides for the possibility of evacuation of SIM on a special site.
The new rules will enter into force the day after their official publication.
Zones where it will be forbidden to move to SIM, as well as the territory where it is necessary to reduce speed, will be determined by a separate decree, which will be developed in the near future, taking into account the proposals of citizens who were received, including at public hearings and traffic police officers. It is planned that such a document will be adopted in the fall.
