Major differences between the prices of the apartments in the capital. Where did the most have been built

About 63,000 homes have been built in the last five years in Bucharest, with a share of 20% in the total delivered at national level. Sector 4 was the engine that supported the real estate development of the capital from 2020 and until now. The next two growth epicenter was sectors 3 and 6.

The activity on the new residential segment was concentrated in the neighborhoods – Berceni, Brâncoveanu, Pallady, Titan, Drumul Taberei and Militari. And the prices advanced here even with 40%, according to real estate.ro data.

The 2 -room homes represented more than half of the total of those completed in the Capital. Those with 3 rooms had a proportion of 23% in total, and studios of about 18%. Bucharest has not been a city with a rich offer for those who wanted to have as much space in recent years. Only 5% of the completed homes had, for example, 4 rooms and less than 1,000 have at least 5 rooms.

Development around epicentre means, theoretically, infrastructure, services and flows of people. For a buyer, this means better investment yield, increased liquidity for long -term resale and protection. But there are also disadvantages at the scale of a city: the high competition between projects on restricted areas, infrastructure pressure, risk of overcrowding and increased price concentrations. For a buyer this means that the opportunity for spectacular value growth is lower and the selection of the right project becomes essential“, Said Daniel Crainic, marketing director of Imobiliare.ro.

Sector 4 also has the lowest prices

Sector 4 gradually became “at home” for more and more Romanians, almost 333,500 persons having their domicile here in the middle of last year, according to the data of the Regional Statistics Directorate of the Municipality of Bucharest consulted by Imobiliare.ro.

The constant real estate development on the new residential segment was the key to the spectacular evolution of some neighborhoods Berceni or the defenders of the Fatherland and has completely changed the appearance of less bidding areas, such as that of the old Berceni greenhouses or the one in the immediate vicinity of CET Progress.

The affordable prices have made new homes extremely attractive for potential buyers and continue to represent a magnet for those who want to make a purchase. According to real estate.ro data, in the first quarter of 2020 the average price requested in Berceni was, in the case of apartments, 1,106 euros/sqm useful. By the end of the first quarter 2025 the developers increased prices by 22%, but even under these conditions the homes in this neighborhood remain some of the cheapest in the city. Last month, the average price requested for new apartments reached 1,445 euros/sqm useful.

In no other sector in the Capital were delivered, from 2020 to the end of 2024, several homes with 1 or 2 rooms as in sector 4. About 3,800 homes with 3 and 4 rooms were added, plus 114 homes with at least 5 rooms, the least completed over the last five years in Bucharest.

Although there are still real estate projects in various stages of development in the neighborhoods of Sector 4, the number of new building permits issued by the City Hall of Sector 4 decreases constantly. In 2020, 110 authorizations for residential buildings were issued so that in 2023 and 2024 their number would reach about 40.

If we strictly analyze the evolution of the new segment in the first quarter of 2025 we see a massive slowdown in the rhythm at which the homes were completed in Sector 4. The construction works for 129 homes were completed, significantly less than in the similar periods of the past years. In addition, in no other quarter of the last five years have been used in Sector 4, fewer 2-room homes than at the beginning of 2025, more precisely 53.

Sector 3, champion at deliveries at the beginning of 2025

Even if it has a relatively similar area to the one occupied by its neighbor – Sector 4, in Sector 3, most people have their domicile, over 483,000. This is also the main rival of Sector 4 when it comes to the pace at which residential properties have been delivered in recent years. Nearly 14,700 homes were completed here from the beginning of 2020 until the end of 2024, 53% of them having 2 rooms.

The number of housing with 3 rooms has constantly increased over recent years, which will be 23% of the total deliveries. No other sector can boast with several such completed units.

In contrast, the last few years have brought a continuous decrease in the number of homes with a room that were completed in the districts of Sector 3. Only in the first quarter 2025 could be seen a return to this segment when the number of units completed was equivalent to more than half of the total for the entire year 2024.

In total, between January and March 2025, 970 homes were completed in Sector 3, more than in all other sectors in Bucharest.

Two neighborhoods have been noted in the last five years for the extension of the new residential segment from Sector 3 – Pallady and Titan. The prices increased by 25%, respectively by 38% in the two neighborhoods, according to real estate.ro data. At the end of this summer, the developers requested an average price of 1,442 euros/sqm useful for the apartments in the Pallady area for sale, respectively of 1,597 euros/sqm useful for those located in the Titan neighborhood.

The request is maintained, at the moment, at a high level in Sector 3, for each new apartment for sale in the two areas, on average, two and four potential buyers.

Sector 6: Prices have exploded in recent years

Over 14,000 homes have been completed in the last five years and in the area of ​​Sector 6, about 55% of them having 2 rooms. Both studios and 3 -room homes represented about 21% of the total delivered, according to the data of the Regional Statistics Directorate of the Municipality of Bucharest.

Neighborhoods such as the military or the road of the camp have offered, over time, options advantageous to those who wanted to become owners. The prices, however, advanced spectacular. If at the beginning of the pandema the buyers could purchase apartments in military with less than 1,000 euros/sqm useful, a rarity in the capital, already at the beginning of the year the average price requested for new homes reached an average of 1,325 euros/sqm useful – still quite low compared to the one practiced in other Bucharest neighborhoods, but 42% higher than 2020.

The advance continued in 2025, at the end of August the average price approaching the threshold of 1,500 euros/sqm useful. At the same time, the demand is maintained at a high level, more than 4 potential buyers showing their interest at the end of summer for each new apartment for sale on immobiliare.ro.

A 40% advance could be observed at the level of prices, in a period of five years, and in the case of the Drumul Taberei neighborhood. In August 2025, the threshold of 1,700 euros/sqm useful was exceeded, this being the most expensive neighborhood among the six analyzed that have supported in recent years a good part of the residential development of the capital. The demand is also maintained at a high level, similar to the one encountered in the neighboring neighborhood, military.

The number of building permits issued by the City Hall of Sector 6 for residential buildings decreased, at the same time, at a sustained pace of 2020. Moreover, fewer authorizations were issued here than in all other sectors of the Capital, more precisely about 260 compared to 600 in Sector 1 or 490 in Sector 3.
