What dissatisfaction the unionists have

The signatory union federations point out that the measures announced by the executive “create the premises of a generalized blockage in the activity sector, due to the total lack of a real and responsible social dialogue”. They even threatened to trigger the general strike.

“If the prime minister will not give up the policies adopted” from the pen “and without real foundation, the protests of our organizations will continue and radicalize, culminating with the general strike in the sector, because the legitimate rights and interests in the face of abusive measures, which threaten the stability of the public function and the quality of the public services offered to the citizens,” they must be defended, from the public administration.

The trade unionists request the real consultation of the trade union organizations before adopting the package 2 measures – which, at present, “contains arbitrary, unfounded regulations and with serious effects on the public administration, the public function and the functioning of the institutions”.

They want to respect the fundamental rights: at work, at stability and career in the public position, to decent working conditions, to collective negotiation and local autonomy, to eliminate temporary mandates and periodic tests imposed on civil servants, measures that would lead to the politicization of the administration and to the destabilization of the human resource, the observance of the stability and predictability, through the publicity, It violates the constitutional right to work, especially the one regarding the forced creation of the civil servant on occupied positions.

Other claims are the realization of real analyzes of social and financial impact before any staff reduction, including the effects on social contributions, budgetary revenues, unemployment and additional costs generated by the outsourcing of public services and renouncing the intention to establish “the menu for the poor” – a discriminatory payroll grid for the staff from the local taxes – Violation of the principle “at equal work – similar payroll” provided in the European Social Charter, as well as the principle of creating financial equalization procedures, provided in the European Charter of Local Autonomy.
