“From the category myths we frequently hearbut which are not related to reality, today we are talking about the used vehicles imported from Canada.
For reasons we do not know, several people came to rare representations with cars from this state and claimed that, from their information, Canadian law is similar to the EU, and vehicles must receive the identity card (civ) like those in the Union. We do not know if the source of misinformation is a site or even an intermediary that imports the vehicles, but the hypothesis is completely false ”RAR representatives said.
According to them, the vehicles made for Canada, so not not stored in the European market, do not have a approval according to the EU norms, and for the release of CIc the specialists of the Romanian car register, being obliged to apply an individual approval procedure.

This individual approval procedure implies, among other things, a dynamic test for establishing the pollution norm. If at least the Euro3 norm is not reached, the car cannot receive CIV. Subsequently, the approval markings are checked for different components/subassemblies, a technical inspection is made and the EU rules are observed.

CIV's release conditions for vehicles registered in the EU
For the vehicles used that have been registered last time in a Member State of the European Union, however, at the first registration in Romania, it will rarely issue the identity card (CIV), or directly if the vehicle has EU type approval and has not undergone the approved configuration or following the individual approval.
It will also rarely carry out technical verification and certify the authenticity of the vehicle.
Documents Required:
– requesting identity document;
– Request rare activity (the request will be completed by the applicant on his own responsibility, he will be signed in the presence of the RAR employee performing the activity);
– the registration document in the country of origin;
– the certificate of conformity (COC) issued by the vehicle manufacturer (mandatory for vehicles whose pollutant and CO2 emissions have been measured in accordance with the WLTP procedure, usually vehicles manufactured after 31.08.2018);
-the document of intra-Community acquisition (invoice, sale-purchase contract, etc.) in the original or in the form of a copy in which all data are legible. According to GEO no.120/2021, the obligation of requesting and obtaining the CIV from RAR lies with the intra-Community acquirer, which may request the issuance of this document directly or through a legal authority. At the same time, starting with 25.07.2022, the employees of the Romanian Auto Register have the obligation to scan and transmit in digital format the intra -Community acquisition document to ANAF.
