An extended case of a police accident Black Hawka. The prosecutor's office applied for a report
In the investigation regarding the incident involving the police Black Hawk at Sarnowa Góra in 2023, the prosecutor's office in Płock applied for a report on this event in Płock. The proceedings were extended – she learned PAP in the prosecutor's office.
The incident involving the Black Hawk police helicopter took place on August 20, 2023 during the picnic on the occasion of the 103rd anniversary of the Battle of Sarnowa Góra near Ciechanów (Masovian). The machine then broke off the linear line of the power line near people watching the flight.
On Tuesday, asked by PAP about the current race of investigation regarding this incident, spokesman for the Płock District Prosecutor's Office Bartosz Maliszewski said that this proceeding was extended until December this year. – The investigator prosecutor applied for a report from the study of this aviation event from the State Aviation Aviation Accident Investigation Committee in Poznań – added prosecutor Maliszewski.
He explained that the State Aviation Aviation Accident Investigation Commission is an institution that examines accidents and incidents in the aviation of state services, i.e. police, excluding civil aviation.
A spokesman for the Płock District Prosecutor's Office also pointed out that in the investigation of the incident with the participation of police Black Hawa, it is planned to interview another person as a witness. He also assessed that recently undertaken and planned activities “can be described as the final phase of the procedure.”
In April this year, the Płock District Prosecutor's Office presented the commander of the Black Hawk police helicopter's allegations of failure to comply with official duties related to the flight in Sarnowa Góra on August 20, 2023 and the danger of bringing a disaster in air traffic, for which he is facing up to 8 years imprisonment. During the interrogation, the suspect made extensive explanations, but in the scope of the alleged acts – as investigators informed at the time – he did not take a position.
According to the previous findings of the investigation, the piloting Black Hawka – currently retired – during the departure from the picnic near Sarnowa Góra, did not fulfill the official duties specified by the air law, including primarily contained in the police aviation operating instructions. According to investigators, after the start, the machine commander did not direct it directly to the return route to the airport in Warsaw, but he made a low flight over the gathered audience, which led to the rotor in the red -roller conductor along with the high -voltage fiber optic, causing the fall of this cable near people.
Investigators at the same time indicated in the allegations that by breaking the roller cord, the police commander Black Hawka brought the direct danger of a disaster in air traffic, while after this event he continued the flight without a helicopter's fitness assessment. The findings of the procedure also show that the termination of the lightning protection cable caused damage to the property of Energa Operator and the Treasury not less than PLN 2.7 million.
In February this year, a comprehensive expert opinion in the field of aviation was received by the incident involving the police Black Hawk to the Płock District Prosecutor's Office. Investigators did not reveal its content. Earlier they announced that this opinion was to determine, among others What safety rules have been violated and by whom.
Shortly after the incident at Sarnowa Góra on August 20, 2023, the investigation regarding the import of a direct danger of a disaster in air traffic initiated – according to the jurisdiction of the scene – the District Prosecutor's Office in Ciechanów. Soon after, the proceedings were taken over by the District Prosecutor's Office in Płock. In October 2023, a team of three prosecutors with experience in the study of air accidents was established there.
At the same time, in August 2023, the Ministry of Interior and Administration reported that the police Black Hawk caught on the roller line of the power line, which was broken, while the incident occurred shortly after the helicopter start during the return flight from Sarnowa Góra to Warsaw. The incident was notified by the State Aviation Aviation Accident Investigation Commission. The Ministry of Interior and Administration then provided written information about the event of the parliamentary administration and internal affairs committee.
In turn, in April 2024, the Płock District Prosecutor's Office reported that in connection with the investigation conducted there, the results of an incident control were received from the Ministry of Interior and Administration, while the investigators indicated that “the circumstances raised in the report were already in the materials of the case.”
Then, in May 2024, the Płock District Prosecutor's Office reported that the interrogation of the former police commander Jarosław Szymczyk took place there as part of the proceedings, but the interior of the internal affairs of Maciej Wąsik was abandoned, because this act, because this act, also in the use of the Black Hawk helicopter, was planned – as it was reported separate proceedings.
Inspector General Jarosław Szymczyk was the Chief Police Commander in 2016-2023. Maciej Wąsik was the Secretary of State in the Ministry of Interior and Administration in 2019-2023. Ultimately, he was also questioned by the Płock District Prosecutor's Office.
As part of the investigation, evidence has been collected so far covering over 20 volumes of files, including over 40 witnesses. With the participation of an expert in the field of aviation, among others Data from the black Black Hawka police box, including saving crew conversations and commands issued during the helicopter flight and machine flight parameters. Documentation regarding the helicopter was also collected, including on the on -board diary, as well as documentation regarding the crew of the machine. The incident and machine place was also inspected twice and the mechanoscopic lightning ropes interrupted as a result of the rotor blade were inspected.
As early as in June 2024, the police reported that as a result of the incident near Sarnowa, the police mountain Black Hawk was damaged, and the pilot incurred financial responsibility in the amount of three months' salary. The machine was finally repaired and directed to participate in the transport of organs for transplantation and in activities at the Polish-Belarusian border. (PAP)
