EU states have misunderstandings on several essential commitments related to the climatic crisis, two months before the start of the great summit in Brazil

The EU Member States contradict themselves on the topic of essential commitments related to the climatic crisis and there are no signs that an agreement will be reached until the big COP30 which will start in November in Brazil, a document obtained by The Guardian shows.

Just a few weeks before the deadline set by the UN, the European Commission and the Member States are in disagreement on the objectives on greenhouse gas emissions, and the prospect of a solid result seems more and more distant, writes the British publication.

The negotiation document obtained by The Guardian contains empty spaces, marked with square brackets, and provisional texts, fixed where the key figures for the new goals should appear. Experts said that the lack of any figures, whether they are at least a provisional or in the form of an interval, represent a sign of evil, in such an advanced stage.

The climatic summit from Belém – Cop30 – takes place between 10 and 21 November. Last year, the summit was held in Baku and sparked a lot of controversy, especially since he was in an oil and gas dependent country, and the petroleum industry lobby was strong.

Member States and the Commission have been working on an agreement for months to fulfill the EU obligations based on the Paris Agreement in 2015, by establishing commitments regarding the reduction of carbon emissions for the next decade.

All countries must develop national emission plans, called national contributions (NDC), according to the Paris Agreement, but so far only 30 have done so. The UN has asked all the states to submit their NDCs before an important meeting, on the UN General Assembly, on September 24, to analyze before the COP30 summit in Brazil, November.

The EU discussions are complicated by the chronology established: the internal plans first foresee a target for 2040, from which the NDC objective for 2035 will be extrapolated. However, some Member States have proposed the discussions, so that an NDC for 2035 will be set, and the target for 2040 will be set later.

Emmanuel Macron, the President of France, evoked the possibility of a postponement or “dilution” of the commitments of the European bloc. Environmental activists are afraid that Germany's Chancellor, Friedrich Merz, could give up, although he needs the support of the Green Party, while Giorgia Meloni, the Italian prime minister, has criticized the “green” EU policies in the past.
