“Dear Nicușor, to other proposals, make a commission of proposals!”

Alina Mungiu Pippidi writes, in an opinion article for clean Romania, that the pro-European parties in government should select the people for important functions through commissions, away from the interference of political interests. A first example would be the selection of a woman candidate for the Capital City Hall, supported by the entire coalition.

Almost or far away, the world is looking for me to ask me what is with Anastasiu, with Zbârcea, with Mosteanu. It makes no sense to respond to each one but I registered that our camp, Europeanist and pro-deer, is badly disoriented by the appointments or even the lack of appointments of Nicușor Dan.

Commission of appointments, not strings drawn by ALDE Hrebenciuc or Pahonțu

Over the summer I said to everyone the same thing: it takes more time. But enough time does not reach. That you cannot tell such a large number of demanding and oriented people, of Nicușor Dan's voters for some principles, not because they worship at Arsenie Boca, to wait only a little and will see the design behind these appointments. I see all their isolated and arbitrary character, even if there is any effort to do things properly, it does not come out yet. Because behind them there seems to be no selection process, no transparent criterion that can be publicly verified (contributions, or at least relevant statements of those appointed in the main domain). However, the lack of transparency is not good and we do not associate it with our camp. We associate it with the camp, where the appointments were drawn by the Hrebenciuc or Pahonțu strings.

If the prime minister did not have time and was wrong with Anastasiu and his partner, two lobbys who did not want to draw strings at others, but to decide alone to their advantage and their own, the prime minister has no time. But he needs. That is why it is good that the president, who has more time, that Sâmbăta de Sus will be there for the year, will build a process of selection of another, modern and visible, to help the reformers by bringing the public as an ally against classic snakes from parties and services. That this voted for the world.

Do not laugh, because it is as feasible as possible, we need some appointment commissions. It is not something revolutionary: my first memory, since 1982, as a student in the year 1 and a member of UASCR was a general meeting in which a thousand students did not vote on the party candidate, but one chosen by us. How did I do it? Using their means and status – that another was not. The party had a habit of coming up with a commission of proposals already selected (about today's parties and interest groups), which in turn proposes a list of voting at Development, on which there were only people verified. Does a memory awaken to you?

Since it was dangerous to fight with them on the face, we first sabotaged the proposal commission-we abstained to most of their members, discreetly, 999 votes for and an abstention, and proposed to ours, to which no one else abstained, until we got the majority in the proposal committee. After that, the commission again added some proposals, the closed list of the party became open, and again abstentions. At one point, the head of the university center, exasperated, was up to a colleague of mine: why do you abstain, comrade? And my colleague, calm, replied, “I don't think he'll cope.” Again, no one refined for good candidates and here I did a little victory for merit and democracy, that they did not have the courage to cancel the elections at the Faculty of General Medicine.

To have today in the Constitutional Court one who was not a judge one day, when I could have Peter Eckstein Kovacs, or to defend a smart boy, when I could have a woman from NATO, it explains very simply: people from NATO or Eckstein Kovacs were not on the short lists of non -transparent commissions, which are not completely obscure. There does not seem to be a database somewhere, even in the judgment of someone, of some exceptional Romanians to complete the goals.

The second relevant memory is under the government of Cioloș, when Victor Ponta had been taken down, plagiarizing by the head of the Academy, at the same time in CNATDCU, the institution that should deal with academic ethics. The government, after starting with a notorious plagiarist, General Toba, promised at least on the civil side, where there was more freedom, that he was doing something. CNATDCU was big, I did not know how many subcommittees, useless, that when Cristi Bușoi plagiarized a manual of mine of political doctrines to become a doctor in medicine, the medicine subcommittee said that it was not a thesis of medicine, and so it reached the general commission, where it was washed by the head of the Academy (but the same story). As such, under the Cioloș government I proposed to abolish CNATDCU and to be replaced by a minimal ethics commission (Radu Gologan, Nicolae Manolescu, Mircea Flonta, see the genre), to proceed as in the West, to send to the anonymous references the theses with problems and they only assume the responsibility (that it was not the responsibility of the Academy they succeed). What do you think Adrian have done courage and the company, after the promises they will solve? They have increased CNATDCU a few times, to dilute even more responsibility.

What if you gave us a unique pro-European candidate in Bucharest?

A commission of proposals of the Presidency Dan should look like my ethics commission. Five-star people, who have already proven to set fire rather than pass something non-itic and non-professional next to them. To make criteria and notify them, not that it would be difficult to state that you want people with at least minimal international recognition for such appointments. The parties have the right to vote and are the first ones to make proposals, but we have to put pressure on them to make proposals like the world, to recruit where they have no quality, and not instead of the parties to work with groups from services, no one has chosen them.

Also such a commission must cut from the beginning the unacceptable appointments, as Anastasiu should be cut (the case is important that it was not an accident or an image problem, but a huge error of the current administration, the fox put in the chickens). If you do not have an ethics commission, give at least one search in the 20 -year -old black lists of clean Romania! There is no one there to be integral – I may have escaped some, but at least you start from somewhere. In the private sector. Professional human resources departments make such search controls, and I have given the example of brave reforms in which the state and the private and academic sector have created joint commissions where important sectors had to be purified and selected – a compromised police – you cannot give such appointments.

In short, patience and hope, but also some method. I hope to hear more applause in the future and in the meantime the public would do well to generate lists of names on merit, for appointments of public interest. I will start by asking, what would it be like if you gave us a unique pro-European candidate in Bucharest? That at four heads of men's party and a male president, you know, you can't get to Ursula they will tell you that you are the Proe -European, and those more primitive will be the others. You should call women, and in secret services, in embassies, and in ministries, and at the Capital City Hall. That your men do not think to face the colleague, and you may be surprised that the audience will choose Mrs. Şoșoaca.
