The parliamentary opposition consisting of the golden parties, can and SOS Romania decided to submit censorship motions for all four laws of law that took responsibility in Parliament on Monday, the Government Ilie Bolojan, less on the draft pensions of the magistrates. The four censorship motions will be deposited on Wednesday, according to political sources that Hotnews discussed.

Once deposited in the Parliament, the four motions of censorship – the instrument by which the Parliament can take down the Government – must be presented, ie read, in the plenary of a common meeting of the Chamber of Deputies and the Senate.

On Wednesday morning, gold still collects the necessary signatures to deposit the four motions. It takes 116 signatures. In addition to the gold parliamentarians, they can also SOS, and some of the non -affiliates have so far signed the four motions.

“The censorship motion is debated after three days from the date it was presented in the joint meeting of the two rooms,” according to the Constitution.

Therefore, if the texts of the four motions will be read on Wednesday, on the same day when they were deposited, the debate and vote on them will take place on Saturday. Previously, political sources told Hotnews that the vote will most likely take place on Saturday.

Unprecedented: Four censure motions in one day

The opposition consisting of gold, can and sauce can submit four censorship motions – an unprecedented issue in the Parliament of Romania – because it is specified that the parliamentarians have this right for each draft law that the Government engages their responsibility, in this case. Gold announced on Monday that it will submit four censorship motions, because it does not oppose the project of magistrates.

“The government is dismissed whether a censorship motion, submitted within 3 days from the presentation of the program, the general policy statement or the draft law, was voted,” it states in the Constitution.

A premiere was also assuming the same day by the Government on five draft laws. Previously, the Government Emil Boc assumed responsibility on three draft laws on the same day, on September 15, 2009.

How the vote will take place on the four censorship motions. Method to be used to save time

It has never happened in the history of Parliament in Romania that there are four votes on the same day on four censorship motions.

The vote for a single censure motion usually lasts tens of minutes, because the following steps must be respected:

  • After the debates on the text of the motion and the speeches held by the parliamentarians and representatives of the Government the vote begins: each parliamentarian (out of the total of 465) is shouted to vote;
  • If a parliamentarian is present but does not want to vote, it is announced from the Parliament's stands: “present, do not vote”;
  • The parliamentarians who want to vote receive two balls: one white and one black;
  • To vote, the parliamentarians must introduce the two balls in the ballot boxes in front of them: “The white ball inserted into the white ballot box and the black ball inserted into the black balloon means vote for, and the white ball inserted into the black ballot box and the black ball introduced into the white ballot means vote against. Both balls introduced in the black ball.”
  • After the list of the 465 parliamentarians is shouted, the votes are included and the result of the censorship motion is announced.

In the case of the four censorship motions deposited by gold, can also SOS Romania, the above procedure should have been repeated four times. To reduce early, Parliament representatives have decided to unite the four two -by -two motions, political sources for Hotnews explained.

Specifically, the first two censorship motions will be debated and voted at the same time. At the vote, the parliamentarians will receive four balls: two black and two white, which they will have to introduce in four ballot boxes: two black and two white. Subsequently, the procedure will be repeated for the next two censorship motions.

Opposition needs 233 votes to take off the Bolojan government

In order to determine the fall of the Bolojan government, the censorship motion must be voted by half plus one parliamentarians, ie 233 votes out of 465.

Thus, parliamentary arithmetic indicates that censorship motions have minimal chances to pass, given that the four coalition parties have a clear majority, as follows:

  • PSD – 131 parliamentarians (93 deputies and 38 senators);
  • PNL – 72 parliamentarians (50 deputies and 22 senators);
  • USR – 59 parliamentarians (40 deputies and 19 senators);
  • UDMR – 32 parliamentarians (22 deputies and 10 senators).

In total, the four parties have a majority of 294 parliamentarians, to which are added 17 deputies from the group of national minorities, a group that supports the Government in Parliament.

The three opposition parties have a much lower number of votes:

  • Gold – 89 parliamentarians (61 deputies and 28 senators);
  • SOS Romania – 26 parliamentarians (17 deputies and 9 senators);
  • Can – 19 parliamentarians (14 deputies and 5 senators).
