A three % increase in remuneration in the state budget sphere adopted by the government in the Budget Act for 2026 means freezing of remuneration – said on Tuesday the chairwoman of the OPZZ Council of the Public Services Elżbieta Aleksandrowicz.

On Tuesday, the National Trade Union Agreement organized a conference on the growing dissatisfaction of employees in Poland.

The Prime Minister has forgotten about employees, and we are here to remind the prime minister about employees and work people in Poland – emphasized the chairman of OPZZ Piotr Ostrowski.

In his opinion, the government must pay attention to, among others on

  • the need to increase salaries for the budgetary sphere,
  • a path affecting the condition of Polish families,
  • liquidation of workplaces and group dismissals,
  • lack of industrial policy and sustainable transport policy,
  • falling public services,
  • healthcare problems,
  • No apartments for young people.

Representatives of OPZZ objected to the draft budget for 2026, proposed in the Ministers' Council adopted by the Council of Ministers, in the budget sphere of 3 %.

A three % increase in remuneration in the state budget sphere at the inflation level, which is planning the government in the budget act for 2026, i.e. freezing remuneration, i.e. remuneration devaluation – noted the chairwoman of the OPZZ Council of the Public Services Elżbieta Aleksandrowicz.

She emphasized that low salaries in the budget sphere make the qualified staff give up work. She also emphasized that not only representatives of trade unions, but also employers pointed to the need for higher increases for the budget.

– Often to the problems of budget employees, when we talk about them, we hear answers – change the work. Such wishes are almost dangerous, because people even run away and do not change jobs – she added.

Last week, the Council of Ministers adopted the draft budget for 2026. Minister of Finance Andrzej Domański emphasized that the budget was constructed by assuming that in 2026 economic growth will be 3.5 percent, the average annual CPI inflation is to amount to 3 %, and salaries will increase by 6.4 percent.

The budget maintained a government proposal to increase wages in the budget sphere of 3 percent. It was previously the subject of discussion during the Social Dialogue Council. Both the trade union side and the employers' side protested against such an increase in salary growth. In this case, they unanimously adopted a resolution in which they appealed to increase the indicator. The trade union side wanted an increase of at least 12 percent, and the employers – by at least 5 percent.

In response to the joint position of RDS, Deputy Minister of Finance Jurand Drop emphasized that the government from the beginning of the term “takes actions focused on ensuring the best possible working conditions, including increasing the remuneration of employees of the state budgetary sphere”. He noted that the increase in salaries in the state budget sphere of 3 percent. corresponds to the forecasted inflation and will prevent the loss of purchasing value of remuneration for this sector. He also added that the payroll fund in the public finance sector in relation to GDP is currently at the highest level since 2002.

The draft budget act together with the justification was forwarded to the RDS in order to take a position by the parties to employees and the employers' parties.

At the end of September, the National March of Dissatisfaction announced by OPZZ will be held in Warsaw. (PAP)
