He added that Tehran, Moscow and Beijing also confirmed the “fundamental principle of international law: rights and obligations cannot be separated.” “Countries that fail to meet their obligations cannot demand the benefit of the contract they undermined. Last Thursday, three European countries (JCPOA pages together with the USA, Russia, China, the EU and Iran) have launched the process of restoring sanctions to Iran, called the “Snapback” mechanism.
The process of restoring sanctions lasts 30 days. E3 states announced that during this time they will remain open to negotiations with Iran, and their representatives are ready to stop the procedure. In their opinion, the conversations with Iranians in Geneva did not bring a breakthrough and hence the decision to launch the mechanism.
“Snapback” provides, among others embargo for weapons supplies, restrictions on the development of ballistic missiles and freezing of assets. These sanctions were lifted in 2015. The US withdrew from the JCPOA agreement in 2018.
European capitals argue that Iran has been breaking the system's records for years, and want the authorities in Tehran to provide UN inspectors with full access to their nuclear program. Iran has been ensuring for years that he is only interested in the peaceful use of nuclear technologies, but at the same time enriched uranium to 60 %, i.e. several times higher than used for civil purposes.
