ABW exceeds PLN 1 billion. Record budget for 2026


The Ministry of Finance (MF) assumed that the deficit at the state ticket office will amount to approx. PLN 272 billion, i.e. it will be almost PLN 16 billion lower than written in this year's Act. The Ministry of Finance estimates that the income will amount to PLN 647.2 billion, and the expenditure limit will close in the amount of PLN 918.9 billion.
From the bill, we already know what funds of individual public money can count on next year. Out of five special services, three civil: Internal Security Agency (ABW), Intelligence Agency (AW), Central Anti -Corruption Bureau (CBA), and two military: Military Counterintelligence Service (SKW) and Military Intelligence Service (SWW), We will spend just over PLN 3 billion in 2026, i.e. PLN 150 million more than this year.
The total budgets of the service will therefore increase by 6 percent. year on year and it will be twice as high as the average annual inflation forecasted by the Ministry of Finance.
The increase in expenditure on special services planned for next year is clearly lower than in this year's Act, where it reached 17.5 percent.
Not everyone will get an increase in financing to the same extent for next year, and the differences are clear. In some institutions, budgets grow only symbolically, but one of the services can boast of a double -digit increase in your budget.

ABW pierces a billion
ABW is the largest special service in Poland. Her tasks include Combating terrorism, espionage, organized crime or taking care of the state's economic interests.
During the war in Ukraine, ABW counterintelligence activities are particularly important. In recent months, this service can boast of numerous detention of people suspected of cooperation with foreign interviews and subversive or espionage or spy activities in Poland.
After coming to power, Donald Tusk's coalition decided to recreate the network of agency delegations that were liquidated during PiS rule. Therefore, in 2025, the prime minister donated PLN 50 million to this special service from his reserve, and the total increase in its budget at that time amounted to 14 percent. year on year. In 2026, this increase will no longer be so impressive and will amount to 4 percent, but the ABW budget will exceed PLN 1 billion for the first time in history.
The agency is a civilian structure, and its counterpart in the army is SKW. Here, among the key tasks, there is neutralization of internal threats, but those directed against defense. What in recent years comes down, among others to counteract interviews of Russia or Belarus, but on military grounds.
The head of SKW is Jarosław Stróżyk, who seems to be one of the most trusted people of the currently ruling team in the service. It was him that Prime Minister Donald Tusk recommended managing the Government Commission for Examination of Russian influence in Poland.
SKW can count on the largest increase in financing for 2026 by as much as 15.6 percent. up to almost PLN 780 million. This is the second largest budget after ABW in special services. Other services are not even approaching the growing dynamics of the dynamics at the dynamics of the military counterintelligence.
Interview with symbolic growth
Symbolic increases in the project of next year's budget are recorded by both civil and military intelligence. Exits on the intelligence agency will increase by only several hundred thousand zlotys (by 0.2 percent year on year) and amount to PLN 442 million. In the case of military intelligence service.
The interview was the greatest beneficiary of the increase in budget financing this year when it comes to the rate of increase in expenditure on both services. In 2025, the AW budget increased year -on -year by one third, and in case SWW increased by over a quarter.
The CBA stays
Donald Tusk's coalition, as part of campaign election promises, declared the liquidation of the Central Anti -Corruption Bureau. A bill was even created, which had the competence of this service to be transferred mainly to the new structure, which will be created in the police and to the National Tax Administration and ABW.
The current ruling team has not yet sent a project to liquidate the anti -corruption service to parliament, and the last emerging date of the entry into force of such provisions was on July 1 this year.
The liquidation of the CBA seems to be politically unreal. Earlier, President Andrzej Duda would probably be blocking such an initiative, and his successor in the seat of the head of state, i.e. Karol Nawrocki, also associated with the PiS political community, would also most likely veto such an act.
The CBA may count on next year's budget for almost PLN 335 million, which means that financing this service will only increase symbolically, because 1.7 percent.which is much less than the anticipated inflation for next year. This year, the CBA budget has grown more clearly, because it was over 5 percent, but compared to other special services it was the smallest increase in expenditure.
The budget for next year will be the third prepared by Donald Tusk's coalition, although the Act on 2024 was largely inherited from its predecessors. At that time, the CBA was the smallest beneficiary of the increase in financing with the dynamics of expenditure between 2024 and 2026 of only 7.2 percent. At that time, AW, SKW and SWW budgets grew by a third, and the one at the disposal of the Internal Security Agency increased by almost one -fifth.
