14 percent Poles have never heard of the national reconstruction plan – according to a study conducted by CBOS. At the same time, 15 percent respondents stated that they had reservations about how to grant and spend funds from KPO.

The study shows that most people who have heard about the national reconstruction plan, knowledge about the distribution of KPO derives from the media (79 percent). At the same time, 8 percent respondents indicated that they have in their surroundings people, companies, institutions that have applied or intend to apply for support from KPO, and 2 percent. – that she or someone from her household applied for funding from this program.

CBOS reported that KPO beneficiaries in their surroundings have more frequently situated people more often than average – with a monthly net income from 7000 and up, respondents with higher education, residents of large cities, as well as respondents from 35 to 54 years old.

A large part of the respondents who heard about KPO were of the opinion that funds from the program were intended for support for enterprises (13 percent) or indicated that it was about companies that suffered during the Covid 19 pandemic (8 percent). The respondents also talked about financial support for the HoReca industry (8 percent).

Almost every fifth respondent, who heard about the domestic ladies of reconstruction, generally pointed out that the funds from this plan are intended for the development of the country and investments (19 percent). Some respondents added that its goal is to rebuild the economy after Pandemia and increase its resistance to subsequent crises (6 %).

“It was generally noted that the KPO money was to be used to finance local and local government investments (3 percent), but also large state investments (2 percent). Among the more specific goals financed from the KPO, infrastructure – road, rail, construction of CPK (total 14 percent) were mentioned primarily. percent).

In the opinion of the respondents, one of the most important goals that KPO support is to serve is to improve the functioning of the health care system (10 %). Education (3 percent) was mentioned among other fields, and less often, among others science, culture, housing, agriculture, environmental protection (1 % each) and help to those in need (2 percent).

In turn, 15 percent respondents stated that they had reservations about how to grant and spend funds from KPO. At the same time, 3 percent The respondents were of the opinion that KPO was given to people associated with the authorities.

According to respondents, the current government is to blame for irregularities when granting a KPO subsidy for entrepreneurs (it indicated 31 percent) and operators appointed by the Polish entrepreneurship Development Agency directly deciding about granting money (30 %). Less people pointed to the responsibility of the previous government (17 %) or the guilt of dishonest entrepreneurs (9 percent).

“The disclosed irregularities when granting subsidies for the gastronomy and hotel industry affect the assessment of the entire process of spending money from the KPO. In the opinion of 44 percent of respondents in providing support, there are many irregularities. Slightly fewer people (36 percent) are of the opinion that the funds from KPO are generally granted correctly” – CBOS summed up.

The study was carried out by the method of computer -assisted telephone interviews (CATI – 90.0 percent) and internet interviews (CAWI – 10.0 percent) in August 18–21, 2025 at the rehearsal of adult residents of Poland (n = 1000). (PAP)
