The bill related to the Central Communication Port (CPK) assumes significant changes in real estate expropriation procedures. The owners will have to leave the property only 120 days after determining the amount of compensation, and the advance payment will be paid within 30 days of submitting the appropriate application.
In the assessment of the effects of the regulation (OSR) it was explained that The existing provisions allowed situations in which expropriated persons had to leave their real estate, having not previously received any form of compensation, even an advance. The new regulations are to prevent this. OSR emphasizes that the regulations are to guarantee that the first compensation funds will go to expropriated at an earlier stage than today.
What else does the act assume?
The amendment is also to introduce the possibility of granting a location decision of immediate enforceability by the voivode. This means that simultaneously with its issue, compensation proceedings will start, and the CPK targeted company will obtain the right to dispose of the property in order to obtain building permits – without the need for a physical takeover.
Currently, CPK takes over the areas for the construction of the airport from property owners under the Voluntary Program to buy, for which 95 percent were reported. residential buildings and 88 percent land.
The owners selling their plots and houses in a voluntary procedure gain a guarantee of the sale of real estate, including bonuses at +40 percent. building values and +20 percent land values. Another possibility is a valuation taking into account the reproduction value of real estate without the degree of consumption, where The company pays, for example, for a 100-meter house from the 1960s as a new one of the same size.
Residents within the PDN are also entitled to, among others Financing and organizing by the CPK removal of all assets, complete coverage of the costs of legal service of the transaction and for those interested – consultations, courses and vocational training.

The new airport is to be adapted initially to service 34 million passengers per year and designed in such a way that in the long term it can be flexibly expanded, in accordance with the needs and forecasts of market development.
According to the adopted schedule, the construction of the CPK airport in the communes of Baranów, Wiskity and Teresin is to start in 2026. In 2031, the airport is to obtain the necessary certifications, and in 2032, it is to be commissioned with the first episode of KDP in Poland Warsaw – CPK – Łódź. The estimated investment cost by 2032 is PLN 131.7 billion.
