A new scandal hits the leadership of Vladimir Putin's army: Major-General Konstantin Kuvșinov, former head of a medical center of the Ministry of Defense, was arrested preventively, for misappropriation of over 57 million rubles through contracts with private companies.

According to the Ukrainian press, which cites data published on the portal of the courts in Moscow, Major General Konstantin Kuvșinov has been in preventive arrest since April 2025, and the criminal case opened on his behalf concerns a large fraud in the military medical system.

Investigators claim that Major General Konstantin Kuvșinov would have misplaced over 57 million rubles, the equivalent of about $ 410,000. Suspicions refer to public contracts signed in 2022, when the medical and diagnostic center no. 9 of the Ministry of Defense, which he was leading, purchased medical equipment at much overvalued prices.

According to the same source, the investigation revealed contracts concluded with two companies, Delrus and TDA-Service, in which the prices paid by the military institution would have been much higher than the real value of the products provided.

At the beginning of June, the military prosecutors also extended the investigations on some people in the management of the two companies, Igor Ignatov, deputy sales director to Delrus, who was sent in preventive arrest, while Alexander Khotsin, the commercial director of TDA-Service, was placed under house arrest.

General Major Konstantin Kuvșinov was for six years one of the key people of the military medical system in Russia. From February 2019 until May 2025 he ran the Medical and Diagnostic Center no. 9 of Moscow, one of the most important medical units under the authority of the Ministry of Defense.

Previously, he was in charge of the main center of military medical expertise, a basic structure in the evaluation of the health and medical training of the Russian military personnel.
