President Nawrocki announced on Monday that he did not sign the amendment to the Act on the aid of Ukrainian citizens. The regulation has clarified, among others The premises to receive the 800 plus benefit, so that it is also paid to children who have graduated from secondary school before the age of 18 and fulfill the obligation to study by attending the university or for qualifying vocational courses.
Nawrocki motivated his decision, among others The fact that the 800 plus benefit should only be given to Ukrainians who work in Poland. – However, there is a group that, unfortunately, did not show such interest. Looking at the budget situation, which is during this government – 500 billion deficits – we must deal with this situation – said the head of the Chancellery of President Zbigniew Bogucki.

From the UNHCR Polska report “Analysis of the impact of refugees from Ukraine on the Polish economy” – which Biejat made available under the entry – shows that Ukrainian war refugees, who lived in Poland after Russian invasion, increased the Polish gross domestic product by 2.7 percent. in 2024 and that 69 percent are currently employed. of them – “slightly less than Polish citizens.”

“The data confirms the rapid inclusion of refugees from Ukraine in the labor market. Today, 69 percent of Ukrainian refugees of working age, i.e. only slightly less than Polish citizens (75 %), are employed on it,” reads the UNHCR website.
According to the authors of the report, despite the fact that most Ukrainian refugees settled on the Polish labor market, many of them are people from “sensitive groups” who need to provide support, including including them in the labor market.
“Poland guests almost a million refugees from Ukraine, which is the second highest number in the European Union. Most of them are women and children. Although many of them have quickly found themselves here, people from sensitive groups still need special support. Economic inclusion and directed help for the most needy are necessary to ensure their safety, protection and find permanent solutions,” reads the report.
The amendment to the Act on the help of Ukrainian citizens in connection with the armed conflict within the territory of this country assumed an extension of temporary protection granted to Ukrainian citizens, escaping from the war, until March 4, 2026.
At the stage of legislative work on the project, PiS deputies wanted to make the payment of “800 plus” to Ukrainian citizens from the condition of employment or conducting business activity in Poland and tightening as to the possibility of obtaining Polish citizenship. Their proposal was not accepted.
Nawrocki, explaining the reasons for vetoing the act on Monday, reminded that 3.5 years ago, after the Russian Federation attack on Ukraine, a war broke out, which influenced the entire security architecture in the world. – After 3.5 years, the situation, also in the field of Polish public finances and political emotions, social emotions, has changed fundamentally. The law, which was proposed 3.5 years ago, should be corrected today – he assessed.
“800 plus” is granted for each child up to the age of 18, regardless of the guardian's income. Since June this year, there is one exception that applies to refugees from Ukraine. Pursuant to the new regulations, they can receive parental benefit only for children who attend a Polish school or the so -called zeros.
