INVESTIGATION. The connection between the mayor researched by the DNA of Mangalia and the real estate company that promised blocks in the only forest on the coast and stung people. “They all blocked and they looked at each other.”

In order to issue a building permit for one of the Certion blocks, Cristian Radu, the Liberal Mayor of Mangalia, asked for an apartment at sea, on the 17th floor, according to the statements that appear in the recent arrest proposal, writes Snoop.
- Certion is the real estate company that promised apartments in the Comorova forest, on the coast, and in Poiana Brașov and the people.
Cristian Radu, the mayor of Mangalia, the locality was detained 24 hours by DNA for bribery and money laundering. Now, the politician is under judicial control.
Real estate in the Comorova Forest
In 2021, Radu initiated a decision that allows the construction of 9 -storey buildings “over”, even in the Comorova forest on the Black Sea. The real estate company is called CERTION and the business was revealed by the SNOOOP investigation site, which wrote that on May 28, 2025:
“Comorova Forest, the only forest on the Romanian coast, is for sale for real estate developers. One of them, Certion company-connected to public institutions in Constanța-, announced ambitious projects: 17 and 21 floors. It has not built them.
DNA witness about advances taken to people
Now, Snoop has returned to the subject and reports that the name of two companies in the Certion Group, Vogh Olimp and Solantis, appear in the statements in the recent arrest proposal of the mayor of Mangalia.
A witness said at DNA, about the Bloc of Solantis: “Advances from people worth 1,750,000 euros were taken, but the construction was not started and I do not think it will be done.”
Certion promised seven buildings and raised only one. “There are money worked, we do not live in luxury. It is painful that all these years of sacrifices have resulted in nothing,” explained Diana, one of the dozens of injured, for Snoop.
The case of Mayor Cristian Radu
Cristian Radu, Mayor of Mangalia, has asked and received-in the last five years-directly, but also through an intermediary 645,000 euros, according to a statement of the National Anticorruption Directorate (DNA). Part of the amount was bribe for issuing urbanism certificates and building permits.
The SNOOOOop investigative site has come into the report with the arrest proposal. The document shows how Silviu Stoica, businessman from Constanța county, gave DNA statements about how he tried to obtain a certificate of urbanism for a 12 -storey building in Neptun resort. And the mayor of Mangalia asked for a bribe of 70,000 euros.
The building was to be erected on a land of 2,000 square meters, which his company owned in the Neptune Brotherhood Oak Reserve, a protected area of Comorova Forest. However, this information does not appear in the DNA statement.
Stoica said that, in 2020, he had two meetings attended by: Cristian Radu, Mayor of Mangalia, Paul Enache, former chief architect of the city, and Doru Colgiu, “close to the mayor” and former manager of a company subordinated to the Local Council. Each time they refused to issue the document.
Colgiu was convicted, according to Constanta Day, in a bribe file in May. The Constanta Court sentenced Colgiu to four years and four months in prison, a sentence he appealed to the Court of Appeal.

“At the third meeting I made it out and I told him exactly how he gave the Vogh Olimp, who had raised a P+12 in the same year, also on 2000 sqm. They all blocked and they looked at each other that I had the courage to mention the people from Vogh,” Stoica told DNA.
Doru Colgiu also gave DNA statements and confirmed Stoica's account.
Vogh Olimp is one of the companies in the Certion Group that appears in the Snoop investigation. The company received in 2020 a certificate of urbanism from which the address of the construction was lacking, and in 2022 it sponsored the Mangalia City Hall with over 54,000 euros.
On the day when Stoica “burst”, Doru Colgiu was looking for him and told him a price for the building permit: 70,000 euros.
“I gave him 50,000 euros that day. (…) I had this amount in the house for some time, he was not withdrawn from a bank account during the period when I gave him. The rest of the amount of 20,000 euros I did not give, that I did not build that building,” Stoica's statements.
Request: An apartment for the mayor, two studios at preferential price for “close”
The businessman no longer built the building in Neptune, but associated with Solantis, another company in the Certion Group. The new plan: to pick up a 17 -storey building.
“For those from Solantis there was no problem (to receive the building permit, no), although the building was taller,” Stoica said. They received the urbanism certificate in 2021. Then Colgiu sought Stoica again and asked him to invite him and the mayor. They met at a port restaurant proposed by them.
