The Ministry of Energy calculated the costs of the heating voucher. Will cover several hundred thousand people

Several hundred thousand people may be supported by a heating voucher – said Minister of Energy Miłosz Motyk on Thursday. He added that for 1.5 years the introduction of the voucher will cost the state budget PLN 900 million.

The introduction of a heating voucher, paid to households with lower income to cover the costs of high system heat prices, is provided for by the assumption of the bill published by the Ministry of Energy. The ministry predicts that the voucher will be paid for the second half of 2025 and for the whole year 2026, with a deadline by the end of 2031 for the final settlement (including the decision of court disputes or references against the decisions of refusal to grant the voucher).

The head of the Ministry of Energy Miłosz Motyk on Thursday at Polsat News pointed out that the heating voucher will be addressed to those who could be covered by a possible increase in heat bills in the coming heating period. As he said, the voucher is to be paid to people “with an appropriate income threshold” on the “zloty for a zloty for a heat price increase”.

The information provided by him shows that for 1.5 years the voucher will cost the state budget PLN 900 million. – These estimates are exactly what we designed, but only that it will always depend at the end of consumption – Motyk said.

In accordance with the assumptions published on Tuesday in the list of legislative and program works of the Council of Ministers, the Act aims to maintain support for low -income households by covering some of the receivables of heat recipients towards energy companies conducting non -concessioned and licensed activities in terms of heat production and distribution resulting from the increase in heating costs.

The heating voucher would be paid to one -man households with income lower than PLN 3,272.69, and in the case of multi -person farms PLN 2454.52 per person. Crossing the income threshold would result in an adequate limitation of the value of the voucher, in accordance with the zloty principle for PLN 1. In addition, farm voucher must use system heat and pay for no more than PLN 170 for GJ. The value of the voucher will depend on the heat price in the settlements with the Heating Enterprise after July 1, 2025, i.e. after the cessation of the previous heat recipient support system.

Motyka also referred to the so -called windmill act, which is currently waiting for the signature of President Karol Nawrocki. When asked if the energy ministry has a plan to freeze energy prices in the case of a veto of the president, he said that yes, but stating that he was counting on signing the act. – I hope that the President will guarantee this act that these prices remain unchanged, the stabilized maximum price. He will take responsibility for higher prices differently. And I see no other way here than signing this law – said Miłosz Motyk.

He estimated that the act gives a chance for a cheaper electricity. He calculated that one power gigawat more from wind installations translates into a reduction by PLN 10-20 for a megawatt hour on the account. He noted that finally the commune councilor would decide whether the wind turbine is being built or not, and in what distance from the buildings.

So -called The windbreaker Act, or rather the amendment to the Act on investments in the field of wind farms, was sent to the president's signature in August. The main purpose of the Act is the liberalization of existing provisions on investments in windmills on land. The amendment tolerates the 10h principle introduced in 2016 and introduces 500 m as a minimum allowable distance between new wind turbines and residential buildings. Currently it is 700 m.

In addition to the regulations regarding the construction of wind turbines, the Act includes the extending provision introduced during the Sejm works for the fourth quarter of 2025. freezing the price of electricity for households at the level of PLN 500 per MWH net. Currently, freezing is valid until the end of September.

Miłosz Motyk previously pointed out that in the case of the President's veto under the act “this is absolutely on the table” to submit a bill only on freezing energy prices, without a windmill element. (PAP)
