According to investigators, the defendants committed the official crime in December 2023:
“The director of the regional TFOMS and his deputy-the head of the financial and economic department, having entered into a criminal conspiracy, organized non-targeted spending of state extra-budgetary funds. Realizing that the allocated money according to the law can be sent only to budget medical organizations, the defendants included 10 private clinics participating in the mandatory medical insurance program. As a result of the unlawful actions of the accused by private medical organizations, it was illegally transferred in the total amount of 7.3 million rubles. “

The criminal case was opened by p. “A” part 2 of Art. 285.2 of the Criminal Code of the Russian Federation (non -personal spending of state extra -budgetary funds on a large scale committed by a group of persons by prior conspiracy), the sanction of which provides for the following types of punishment: a fine of up to 500 thousand rubles, or forced labor for up to 5 years, or imprisonment for the same period with deprivation of the right to occupy certain positions.
