In the Krasnoyarsk Territory, owners will be required to chip all pets

In the Krasnoyarsk Territory, a discussion of the law on animal handling continues. The day before, the project was approved in the Committee on Natural Resources and Ecology of the Legislative Assembly and submitted to the session.

The document was adopted in the first reading. It stipulates the principles of treating animals that have owners, as well as those who have no owners. In relation to hopeless animals, the list of measures includes capture, maintenance in the item, quarantine for ten days, vaccination, sterilization, marked. Animals, which no one took from the point and whose aggressiveness was confirmed by a special commission, was proposed to kill.

At the suggestion of the developers, two defining concepts were introduced: unmotivated aggressiveness and a temporary detention center of animals without owners (except for the currently valid shelters).

The second reading in the project was amended. In particular, they were determined by the points of temporary content. They can be state, municipal, belong to non -state commercial and non -profit organizations, as well as individual entrepreneurs. It is important that these are specially equipped buildings or adapted modular buildings. The document described in detail that the animal can be killed only if it experiences intolerable physical suffering from the disease or injury, it is a bearer of a dangerous disease, as well as with a documented attack on a person or establishing signs of unmotivated aggressiveness. In other cases, it will be vaccinated, treated and released back. Financing of all these measures is carried out at the expense of the regional budget.

The government will establish the procedures for organizing the activities of points of temporary content and determining unmotivated aggressiveness in animals without owners. These documents are developed and are now undergoing an examination.

The deputies did not forget about pets, behind which there is no proper supervision. These animals are no less often than hopeless, fall into the reports of incidents. Therefore, the government will establish additional requirements for their maintenance, walking, accounting and labeling.

On the topic, deputies Elena Penzina, Irina Ivanova, Alexei Boykov spoke out. It was proposed to conduct control checks of organizations that are now engaged in catching and chipping dogs under contracts concluded with municipalities. It was said about how the law, in case of adoption, will be implemented in the north of the region.

The Chairman of the Committee Vitaly Drozdov: “As was originally assumed in the bill, a commission should appear to determine aggressiveness. Its composition will contain a dog handler, a representative of the municipality, a veterinarian, where it is possible – representatives of the public. Financing of this commission is assumed at the expense of funds that we will allocate to municipalities. By the second reading, the short story appeared: the government is vested with the authority to regulate the appeal not only with hopeless, but also with pets. On the territory of the Krasnoyarsk Territory, the labeling and accounting of pets will become mandatory. This is necessary so that, on the one hand, people who have a pet are lost can always find it by marking. On the other hand, if someone lets the animals on a self-lifting, such a negligent owner can be found and held accountable. Our veterinary service will be engaged in this. They already have a marking mechanism, because it works not only on cats and dogs, but also on other pets. ”

The draft law will be considered at a meeting of the session of the regional parliament in April.
