Robert Negoiță built from public money a road to his brother real estate. The mayor's reaction when Recorder told him it's illegal: “You're right”

The new road, about one kilometer, was built in early August in the back of the Laminor Hall and has as main objective to facilitate access to the area where Ionuț Negoiță's companies will build the Hils Republic real estate complex, Recorder reports. It was built in about 8 days by the City Hall of Sector 3, led by Mayor Robert Negoiță, the developer's brother.
According to the law, the central or local authorities are not allowed to finance the construction or rehabilitation of roads on private properties. as is the case where Ionuț Negoiță builds. In order for such a road to be made of public money, the law requires the land to pass in the public domain.
Specifically, a town hall can make a new road on private land through purchase, donation, exchange, taking over by court decision (usucapion) or expropriation. In the case of which recorded Recorder, the owner of the land is Ionuț Negoiță, the mayor's brother, through Future Business Ideas SRL, a company that raises here the Hils Republic residential complex.
In a footage published on Facebook announcing the construction of the new road, Negoiță states that the new artery was requested by the inhabitants of the area, exasperated by intense traffic. He thanked the owners who gave their consent to build a public road on a private property. The only owner is his brother's company.
Negoiță acknowledges that he proceeded legally but rejects a conflict of interest
Recorder reports that when the reporter told Robert Negoiță that he did illegally, he can relax: “You are right”.
He acknowledged that he built the road on the field of his family with the resources of the town hall, but rejected a conflict of interest.
“It is conflict of interest in the sense that we violated a property to make a public road. If you think we have created an advantage to my brother, you have a very wrong approach,” Negoiță told Recorder.
Asked why the legal steps were not respected for the construction of the road on the ownership of his company, the development Ionuț Negoiță said that “some people of formalities are in charge, I do not deal personally”.
“I was asked to create a public road, to make a connection between (road) of industries and field,” motivated the real estate developer.
Public resources used in the interest of family companies
The case is not an unprecedented one. In 2021, the former deputy mayor of Sector 3 Lucian Judle publicly accused Negoiță that he used the workers and cars of Algorithm Construcţii, subordinated to the Local Council, to work at the Hils Pallady residential complex.
Also, Freedom also revealed in 2021 that a company of the City Hall of Sector 3 pays a company, through other companies, by Ilie and Lidia Negoiță, the parents of the mayor Robert Negoiță, 250,000 euros. The money represents the 10 -year rent for a private road to allow access to the public waste sorting station in Cățelu, arranged by the City Hall 3. At the end of the contract the road will remain in the property of the Negoiță family.
