The alert state was established on Friday in Poiana Teiului, Neamţ county, due to the massive assembly of waste and animal corpses on the Izvorul Muntelui-Bicaz, following the floods last weekend, writes news.ro.

The alert status was declared after a request of the Local Committee for Emergency Situations, which the Neamț Prefecture approved.

“The decision comes as a result of evaluating the situation generated by the massive accumulation of waste (including large floats, plastics, vegetables, household debris and animal corpses) on the gloss of the Izvorul Muntelui – Bicaz, in the context of floods from 27-28 July 2025,” announced on Friday night.

Why was it necessary to declare the alert state

The alert state allows the application of a special, accelerated operational regime, for the intervention of the authorities and operators involved in managing the effects of this phenomenon, in order to prevent major risks to public health, environment, infrastructure and water captains, according to the Prefecture.

The measures adopted in an emergency regime include: mobilizing heavy equipment for waste collection and evacuation, operationalization of access ramps and provisional platforms for the temporary storage of extracted materials, intensification of daily monitoring actions by public health and health institutions, permanent coordination between local authorities and national structures.

The prefecture will follow the application of all the measures established by the action plan and will ensure the necessary support for the works to be carried out under efficiency and safety conditions.

“The severity of the situation requires a sustained intervention, without syncope, and all the institutions have the obligation to respond promptly to protect the population and to restore the ecological balance in the affected area,” the quoted source said.

The head of the Department for Emergency Situations, Raed Arafat, said that in Lake Izvorul Muntelui, in Neamţ county, there is a great accumulation of logs and dead animals, and it must be cleaned. Arafat said that the lake is in the administration of Hidroelectrica, and the company must collaborate with Romsilva and the Romanian waters to collect the logs from the lake and the dead animals. Also, the entire operation would be financed by Hidroelectrica.
