In Minusinsk, the annual Forum “The County Cities of Russia” was completed, which gathered representatives of the authorities, business and experts to discuss the development strategies of territories.

The key topic of discussion was an integrated approach to the development of small cities. The forum participants discussed the main directions of such development at a plenary meeting and thematic sites. Among them is a round table “My house is my support.”

Its moderator, the First Deputy Minister of Construction and Housing and Public Utilities of the Krasnoyarsk Territory, Maxim Govorushkin noted that a person is in the center of the modern concept for the development of small support cities. And the assessment of the effectiveness of work in this direction is the “coefficient of happiness”, which is based on the comprehensive development of the territory: infrastructure, healthcare, demography, education, formation and arrangement of cultural and public spaces.

Significant contribution in the designated vector of development of small cities was told by business representatives. The technical director of the SGK Oleg Petrov emphasized the special responsibility of the energy in this process: “The main driver of the development of any territory is always energy, and to create comfortable conditions of the territory it should take a step ahead.” Krasnoyarsk Territory is a key region of responsibility for SGK, where important heat -power facilities are concentrated, which have a solid reserve of power. Their company is ready to direct to the development of support cities.

A striking example is Minusinsk itself. The main heat source of the city is Minusinsk TEP. The station provides over 60% of the population, enterprises and social facilities and today it has a reserve – about 130 Gcal. This is enough to provide warmth of the same number of consumers – and this is over 100 thousand people. The existing reserve is a direct potential for the new construction and development of the city.

Oleg Petrov also focused on the fact that the key factor in the formation of a comfortable environment in cities is ecology. In this direction, the Siberian Generating Company, as a participant in the federal project “Clean Air”, implements system solutions that are relevant for small cities.

In Krasnoyarsk, the New Heat project is successfully implemented. The houses of the private sector are transferred to electric heating with subsidizing 2/3 of the cost of electricity. Important steps in this direction are also taken by the government of the region. As part of the regional program, outdated stoves in the private sector are changed to modern solid fuel boilers. In Minusinsk since 2024, almost 600 houses are equipped with such environmentally friendly equipment.

The company is actively replacing non -ecological boiler rooms. The program works in the regional capital, as well as in the support cities of the region: in Kansk SGK, two city boiler houses, transferring consumers to the Kansk TPP, replaced 7 objects with block-modular complexes, modernizes three more in 2025. In addition, the SGC initiated the creation of a network of electrical loading stations. In the Krasnoyarsk Territory, 63 installations are already operating. They are located in Krasnoyarsk and Divnogorsk and serve about 800 electric cars, while reducing CO2 emissions by 700 tons per year.

Investments to the future are another key component of the development of support cities. SGK and the Melnichenko Foundation pay great attention to training for energy, implementing special educational programs. Among them: “Trade offices. FM “,” Energy Classes “. Since 2022, the company has been participating in the federal program “Professor”. With the support of the Ministry of Education of the Territory on the basis of the Nazarovsky Energy Building College, the Krasnoyarsk College of Welding Technologies and Energy and the Minusinsk Agricultural College, a cluster of the fuel and energy complex was created. And in Minusinsk on the basis of the local history museum named after Martyanova, during the forum days, opened an interactive exhibition “I work at the CHP”, which will become a new platform for the career guidance of youth.

Concluding his speech, Oleg Petrov emphasized that small cities with reliable energy support and thoughtful investments have great potential for growth and prosperity. But they need a comprehensive and balanced approach to transform them. In cities where the company's enterprises operate, projects of master plans have already been developed taking into account the interests and needs of the territory and socially significant projects for the improvement and development of urban spaces are being implemented.

The round table “My house is my support” has become a platform for the development of specific proposals: to improve territorial planning documents, digitalization, monitor the implementation of plans and create interaction centers between all levels of power. All these initiatives will form the basis of the resolution of the forum and will be taken into account when developing measures of integrated development of the support cities of the region.
